The Evolution Of Japanese Science And Technology Innovation Policy And Experience Learning

In the modern society, science and technology has increasingly become the decisive factor in the country’s comprehensive national strength and international competition focal point, and scientific and technological progress and innovation ability has increasingly become a powerful driving force of the main source of economic growth, economic and social development. In order to achieve the strategic adjustment of economic structure and deep-seated modernization, how to improve the sustainable innovative ability of science and technology and the development by leaps and bounds has turned into the common concern subject of the countries all over the world. After thirty years of reform and opening up, in spite of great progress in many areas of science and technology, China still has been facing many deep-seated problems, such as shortage of independent innovation, imperfect science-technology system, and improper technological management, and so on, which call for continuously improving the capability of independent innovation and building innovation-type country, in order to achieve a full range of modernization and the great renaissance of Chinese nation. Japan has taken just a few decades in the 20th century to successfully implement technological catching up, jumped to his feet and become one of a handful of the world’s innovation oriented country. Its history, experiences and lessons of science-technology innovation policy evolution is worthy of our in-depth analysis and reflection, so as to provide positive reference and inspiration for China’s development and construction of an innovative country.This paper takes the development of Japan’s science and technology innovation policy as its research object, analyzes the development history of Japan’s science and technology innovation policy, sums up the experience of Japan’s technological innovation policy development, explores of the problems existing in the development of China’s science and technology innovation policy, and aims to draw some instructions from the development experience of Japan’s Science and technology innovation policy.Concretely, Chapter One "Introduction" takes an overview of present situation of domestic and foreign research, and defines the basic concepts, i.e. policy of science and technology, science and technology innovation, and policy of science and technology innovation.Chapter Two "Developing progress of Japan’s science and technology innovation policy", based on various historical literatures, divides the developing process of Japan’s science and technology innovation policy into five stages, and respectively analyzes its historical background, main measures and main achievements.Chapter Three "Reflection on the development of science and technology innovation policy of Japan", analyzes the orientations, characteristics and experience from Japan’s science and technology innovation policy development.Chapter Four "Instructions for China", analyzes the periods, problems and future orientations of China’s science and technology innovation policy development.
