The Research On The Coordinated Development Of Resource Environment And Economy

Since 2008,the economy of Hangzhou has experienced rapid growth,but at the same time,problems such as rapid resource consumption and increasingly serious environmental pollution are inevitable.The overall goal of the economic and social development during the 13 th Five-Year Plan period in Hangzhou is to build a well-off society in an all-round high level in the whole province and lay a more solid foundation for building a world famous city.In order to achieve this ambitious goal,a highly coordinated development of the resource environment and the economy must be achieved in the new round of development cycle.Taking Hangzhou as the research object,this paper builds a comprehensive evaluation index system of resource environment and economic development level in Hangzhou based on external theory,sustainable development theory and system theory.Using the Stata software to obtain the comprehensive scores of the resource environment subsystem and the economic subsystem in Hangzhou based on the principal compinents analysis,then calculate the coordination value of resource environment and economy in Hangzhou from 2008 to 2017 through the coordinated evaluation model of Hangzhou's resource environment and economic development.Finally,the coordination value is analyzed,and the empirical results are proposed to propose countermeasures for the sustainable development of Hangzhou.The main conclusions are as follows:The coordination value of resource environment and economic development in Hangzhou from 2008 to 2017 is roughly divided into three stages.The first stage(2008-2010): Coordination value has slowly increased.At this stage,the degree of coordination has increased year byyear,mainly for the following reasons:(1)At this stage,the economic subsystem of Hangzhou City developed rapidly,the comprehensive score of the economic subsystem increased steadily,and the comprehensive scores of the resource environment subsystem were positive,and the economic subsystem and the resource environment subsystem were in good matching.(2)At this stage,the total economic volume is small,and the damage to the resource environment is small.In the past three years,urban sewage treatment has been strengthened,the comprehensive utilization rate of solid waste is relatively high,and the area of garden green space has also increased significantly.From a series of measures,it can be seen that Hangzhou's environmental protection measures at this stage have done a good job,reducing pollution and contributing to economic and social development.The second stage(2010-2014): The degree of coordination has declined rapidly.It can be divided into two parts: In the first part,from2010 to 2013,the degree of coordination decreased slightly,from high coordination to low coordination.In the second part,from 2013 to 2014,the degree of coordination fell off from the moderate coordination to the low imbalance.The reason for the small decrease in coordination degree in the first part is mainly due to the following points:(1)During this period,the economic subsystem of Hangzhou City developed rapidly,the comprehensive score of the economic subsystem increased rapidly,while the comprehensive score of the resource environment subsystem decreased,and the matching between the resource environment subsystem and the economic subsystem decreased slightly.(2)During this period,the total economic volume is relatively small,but at the same time of economic development,the consumption of resources and the destruction of the environment are inevitable.During this period,the total amount of industrial sulfur dioxide emissions waslarge and fluctuating,causing serious pollution to the atmosphere.At the same time,the total amount of water resources fluctuated greatly at this stage,with a slight overall decline and rapid resource consumption.The main reason for the decline of the second part of the coordinated cliff type is that the environmental pollution is serious,the comprehensive utilization rate of industrial solid waste is reduced,and the energy consumption per unit of GDP is also slightly higher.Environmental pollution has increased year by year,energy consumption has accelerated,and the development gap between economic subsystem and resource subsystem has been increasing,and coordination value has been declining.The third stage(2014-2017): The degree of coordination has risen rapidly,from low coordination to high coordination and then to moderate coordination.The main reasons are as follows:(1)During this period,Hangzhou's economy developed rapidly,GDP,GDP per capita,per capita disposable income of urban and rural residents,fiscal revenues have increased substantially,industrial transformation has accelerated,and the secondary industry has rapidly turned to the tertiary industry.The subsystems show a good development trend.(2)At the same time,the resource and environment subsystems also showed a good trend.From 2014 to 2017,the total amount of industrial wastewater discharged from Hangzhou,the total amount of industrial sulfur dioxide emissions,and the total amount of industrial smoke(powder)dust emissions decreased year by year,and environmental pollution decreased year by year.Moreover,from 2014 to 2017,the urban sewage treatment rate in Hangzhou,the area of garden green space increased year by year,and the resources and environmental protection are increasingly strengthened,so the coordination between the resource environment subsystem and the economic system is gradually enhanced.
