This paper is mainly composed of two parts: one is the Compilation of Resource and Environment Development Index in China,and the other is the analysis of resource and environment development index in China.The Resource and Environment Development Index is the latest supplement to China's Human Development Index(HDI),which is constructed by using the method of Single Indicator Construction.The single indicator adopts China's Per Capital Carbon Emission Index.During the process of calculating the total carbon emission in China,the amount of carbon dioxide generated in the cement production process is added to it in addition to the carbon dioxide generated by the traditional energy fuel combustion.So that the total amount of carbon dioxide emissions is calculated more precise.In the process of analysis,the data of 1990-2016 in China is used.Firstly,the resource environment development index is objectively phased by the detection method of Structural Mutation Point,then the Spatial Feature Distribution Analysis,the Convergence Analysis of the provinces and the Influence Factor Analysis are used.Finally,we establish a spatial measurement model for prediction.Based on the analysis results,we give corresponding policy recommendations.Not only the traditional Spatial Econometric Model is used for global correlation analysis modeling,but also the Variable Coefficient Spatial Econometric Model is used to building model according to regional differences,which just makes up for the shortcomings of the Traditional Linear Spatial Econometric Model.During the process of analysis,we can find that China's resource resources and environmental development index is in a process of continuous decline.Bt the rate of decline in recent years has slowed down,so we must adhere to China's relevant policy guidelines.The resource and environment development indexes vary greatly among provinces in China,showing the correlation and difference related to resources.A series of spatial analysis of energy structure coefficient is one of the main reasons that affect the change of resource and environment development index.Increase investment in science and technology,discover new energy sources,and at the same time increase the development of clean energy technologies,reduce the proportion of traditional energy use,and accelerate the transformation of enterprises to low-carbon behavior patterns.China has a vast territory,and the resource and environmental indices vary greatly among different provinces,while the difference in resource and environmental indices is mainly due to differences in carbon emissions.The coal produced in China's large coal-producing provinces will be transmitted to other developed regions through electric energy,but the carbon dioxide produced belongs to the province.Therefore,it is necessary to improve the relevant provincial carbon emission trading market,and different provinces will give certain carbon emissions.Limited,can not be generalized.Some provincial capitals with low resource and environmental indices,such as Ningxia and Shanxi,must increase the level of investment in science and technology,develop more new industries,rely less on traditional high-energy traditional industries,and complete economic transformation earlier.
