With the increasing pressure of land resources,energy and space,the ocean has become a new field for countries all over the world to improve their comprehensive national strength and compete for long-term strategic advantages.As a big maritime country,China's marine economy has gradually become the pole of national economic growth.However,China's marine economic development started late,and its development system and mode are not perfect.On the whole,it has not got rid of the economic development path of "high consumption,high pollution and low output",which limits the improvement of marine economic efficiency and urgently needs to be solved for the sustainable development of marine economy.Based on the literature review of marine economic efficiency at home and abroad,this paper takes 11 coastal provinces and municipalities as the research object,establishes the index system according to the theory of marine economic input-output system and resource-environment-economic giant system,and uses three-stage super-efficiency SBM-Global model based on unexpected output,standard deviation,coefficient of variation,barycenter coordinate,standard deviation elliptic model and panel threshold model to measure and analyze the temporal and spatial evolution of marine economic efficiency and its influencing factors in coastal areas of China from 2000 to 2015.The results are as follows:(1)In the first stage,the national efficiency first rises and then declines and finally stabilizes.The progress space is large.The provinces such as Shandong and Guangdong may be affected by external environmental factors,and the ranking is not in line with the actual situation.In the second stage,the environmental variables are redundant.The impact of the remaining factors is significant,and the external technical efficiency of each decision-making unit is quite different.The random error has little impact.In the third stage,the overall efficiency of the country has steadily increased.In addition to Guangxi,the rankings of the provinces have changed to varying degrees,and the provinces of Shandong and Guangxi rank more.It is in line with the actual situation and corresponds to the one-stage question.It turns out that it is necessary to use the three-stage super-efficiency DEA to study the efficiency of China's marine economy.(2)Time evolution characteristics.The overall growth rate of marine economic efficiency has increased,and the proportion of effective provinces has increased from 9% in 2000 to 64% in 2015.The effective provinces have developed from Shanghai's unique development to Shanghai,Tianjin and other seven provinces;the absolute difference in marine economic efficiency and the relative difference has steadily increased.(3)Spatial evolution characteristics.The national standard deviation ellipse is distributed in the south(southwest)north(eastern).The marine economic efficiency distribution first expands and then contracts,and the center of gravity generally moves toward the northeast-southwest direction,eventually moving to the northeast.The standard deviation ellipse of the North and South marine economic circles is southwest-north-east,and the east is northwest-southeast.The elliptical areas of the three major marine economic circles are decreasing continuously,and the differences in internal areas are increasing.(4)Analysis of influencing factors.There is a nonlinear relationship between land economic development level,marine economic location entropy,marine scientific research human capital,unit ocean GDP energy consumption and marine economic efficiency.The level of land economic development,the level of marine industry structure,the government's support for marine science and technology,and the marine economic policy have a significant positive impact on the efficiency of the marine economy.The level of opening up has no significant impact on it.
