Economic Benefit Analysis Of China's Marine Resources Utilization

With the reduction of land resource reserves,resources such as freshwater,oil and gas,and land have gradually failed to meet people's needs,so China has shifted its focus on future resource development to the ocean.China is a large country of marine resources,with extremely abundant resources and reserves.It can provide a large amount of domestic water,raw salt,oil and gas,fish and other resources for people's daily production needs.Therefore,the rational development and utilization of marine resources has become the top priority of future national development strategies.However,due to the late start of China's marine economy,there are many imperfections in the management and development of marine resources compared with developed countries.Some coastal provinces have not completely escaped from the development model at the expense of the environment,it will bring difficulties to the future development of the ocean and to make up for the environmental pollution.Therefore,based on the literature of domestic and foreign scholars on the economic benefits of marine resource utilization,this paper takes 11 coastal provinces and cities(excluding Hong Kong,Macao and Taiwan regions)as the research object,and analyzes the coastal economic efficiency of China 's coastal provinces from 2007 to 2016.The evolutionary trend and influencing factors were calculated and analyzed,and the relationship between the development of marine resources and economic growth was analyzed.According to the actual situation of each coastal province,it provided a certain reference for the government to formulate future marine policies.The results of this study are as follows:Firstly,the measurement of marine economic efficiency and the trend of space-time evolution.This section uses the SBM-DEA and super-efficiency SBM-DEA models to measure and evaluate the marine economic efficiency of coastal provinces respectively.It is found that the super-efficiency SBM-DEA model can describe the changes in the marine economic efficiency of coastal provinces and cities in more detail.According to the calculation results of this model,it can be found that the overall efficiency of China's marine economy shows a trend of first decline and then increase.The center of gravity of marine economic efficiency has shifted to the southeast,and the marine agglomeration in coastal provinces has become more and more obvious.Secondly,the factors affecting the efficiency of marine economy.This section analyzes the influencing factors of China's marine economic efficiency by constructing a fixed-effect variable intercept model.The research results show that the level of marine industrial structure,the location entropy of marine economic development,the level of marine scientific research,and government support will all have a significant effect on the efficiency improvement.The positive impact of the marine scientific research level is the most significant in advancing the marine economy,and the increase in the level of openness will hinder the efficiency value.Finally,the part about the relationship between ocean development and economic growth.This section first uses fuzzy matter-element analysis to evaluate the development and utilization of marine resources in coastal provinces,and obtains a comprehensive index for the development and utilization of marine resources in coastal provinces.The intrinsic link between growth.Among them,the indicator reflecting the development and utilization of marine resources is the measured comprehensive index of marine resource development,and the indicator reflecting the growth of marine economy is the total marine production value.The results of the study found that with the increase of the quantiles,the relationship between the development and utilization of marine resources in China and the growth of the marine economy showed a “U”-shaped curve that first decreased and then increased.And by analyzing the transmission mechanism of the “ resource curse ” phenomenon,it is found that some coastal provinces in China may have the phenomenon of resource curse.As some provinces gradually get rid of the dependence on traditional marine industries,the marine industry has gradually developed from a single to a diversified,so it has transitioned The “resource gospel” stage.
