In recent years,China's marine economy has developed at a high speed,and the inefficient use of marine resources has become more prevalent than ever before.The marine environment has deteriorated drastically,which constraining the sustainable development of the marine economy.The report of the 19th National Congress pointed out that measures should be taken to enhance capability of marine resources compatible with ecological protection,and shifting its economic model towards a quality-effective one is the keystone of current marine economic development.At the time of rapid development,it is also necessary to attach great importance to the marine ecological environment.Therefore,in accordance with the data provided by marine statistics and environmental statistics,this paper measures marine green economic efficiency of 11 coastal provinces and cities in China and studies the influencing factors.The main purpose is to observe the actual situation and changing trend of China's marine economic efficiency from the green development prospective,and to find deficiencies in the sustainable development of the marine economy.This paper also tries to explain the spatial impact mechanism of marine green economic efficiency between China's coastal provinces and cities.The leading destination is to provide suggestions for the growth of China's marine economy,energy conservation,emission reduction and sustainable development.In accordance with the marine economic data of 11 coastal provinces and cities in China from 2006 to 2015,this paper studies marine green economic efficiency and its influencing factors in China.Firstly,it briefly explains the investment of marine resources in 11 coastal provinces and cities.Secondly,it uses the SBM model based on undesired output to measure marine green economic efficiency in China's coastal provinces and cities from the perspective of time series changes.we also try to explain the primary changes of China's major marine regions(mostly the top 3 marine regions)in recent 10 years by comparing the difference in terms of comprehensive economic strength,traditional advantage industry and environmental degradation Finally,the spatial measurement method is used to analyze the main factors affecting marine green economic efficiency and the reasons behind them.The empirical results show that in the past ten years,the poor marine green economic efficiency is common in most coastal provinces and cities.Among them,Shanghai and Tianjin have relatively better performance.The overall economic level,the structure of the marine industry,the structure of talents and the level of scientific research all play a positive role in boosting marine green economic efficiency.Government governance factors have a negative impact which is contrary to economic theory and expectations on marine green economic efficiency.From space spillover effect perspective,we estimate the current marine green economic efficiency is in the stage of“slipping effect”slightly larger than“polarization effect”.In view of this,the article proposes the following suggestions.First of all,the industrial structure should be optimized,and high-tech industries should be developed vigorously.Besides,enriching marine information resource and strengthening inter-regional exchanges and cooperation are necessary.At the same time,we should improve talent structure,and accelerate the transformation and application of green scientific and technological achievements.Furthermore,the government is supposed to adjust environmental governance measures,and improve environmental supervision mechanisms.Finally,it is also necessary to strengthen financial support,and give full play to the role of market mechanisms.
