The Coordination And Response Between Regional Marine Economy And Marine Science And Technology In China

In the 21st century,mankind entered a new era of large-scale development of the oceans,the coastal States gradually measured in the level of marine economy in the international community status.However,the development of marine economy is still in the initial stage,there are still many unreasonable utilization of marine resources and inadequate development.It is very important to improve the quality and level of the marine economy under the impetus of our country’s rapid economic development transforming into high quality development concept.Science and technology are the first productive forces,the marine economy has the high dependence on the high technology,the new technology which adapts to the marine environment can solve the problems existing in the exploitation and utilization of marine resources,improve the depth and breadth of the utilization of marine resources,enhance the deep processing level and the value-added ratio of the marine products Protection of marine resources to achieve sustainable development of marine economy,the emergence of new marine industries and protection of marine ecological environment.Therefore,the theoretical research on the relationship between marine economy and marine science and technology is particularly important.This paper first refers to domestic and foreign scholars of the relevant research,taking into account the specific situation of the coastal areas and following the principle of the construction of the evaluation Index system,the evaluation Index system of marine economic development level including the total amount of marine economy,marine economy structure,marine economic benefits,marine environment Sustainability and 15 indexes under each subsystem is constructed.At the same time,it constructs the evaluation Index system of marine science and technology development level,which includes the marine science and technology input,the marine scientific and technological output,the marine science and technology environment and the 11 indexes under each subsystem.Based on the method of AHP and Entropy value method(EVM),this paper calculates the development level of marine economy and the development level of marine science and technology incoastal areas of China.The results show that: In recent years,China’s marine economy and marine science and technology development level is rising,the marine economy is in good condition.Secondly,using the coordinated development model and the measurement result of marine economy and marine science and technology development level,the paper calculates the coordinated development level between the two,and analyzes it in time and space.The results show that the coordinated development of marine economy and marine science and technology in coastal areas of our country shows a steady rise in recent years,which shows that China’s marine construction has achieved better results in the past year.2000-2007,Fujian Province from the primary coordinated development category for the middle-level coordinated development category;2007-2014,Hebei,Guangxi,from the primary coordinated development category to the middle-level coordinated development category;Tianjin,Shandong,Jiangsu,Shanghai,Zhejiang,Guangdong,from intermediate to coordinated development category evolved into advanced coordinated development category;Hainan Province has been in the primary coordinated development category.Thirdly,based on the measurement results of marine economy and marine science and technology,VAR model is established and the response relationship between marine economy and marine science and technology in coastal provinces and cities is analyzed by impulse response function.The result shows that even if the marine science and technology can promote the marine economy theoretically,however,it is found from the actual data that the high value area of marine science and technology has little effect on the marine economy,its influence is not obvious and has a certain lag,and the marine economy has a relatively large impact on marine science and technology,and has positive correlation with the development level of regional marine economy.Finally,in the light of the relevant results of the previous study,this paper puts forward relevant countermeasures and suggestions from the aspects of marine economy,marine science and technology,society and Government to promote the sustainable and healthy development of marine economy in China.
