Research On The Science And Technology Support System Of Guangdong Ocean Economy Innovation Development

After the 18 th National Congress of the CPC,marine economy has gradually become the "new engine" of China's economic development under the guidance of the national marine strategy.Modern marine science and technology have been vigorously introduced into the development of marine economy.The 2020 government work report proposes to "improve the support capacity of scientific and technological innovation" to ensure that science and technology are the first productive forces.Guangdong Province,as a pioneer of marine economic innovation and development,the development of marine science and technology support system is the key channel to promote the construction of a strong marine province in the future.Therefore,it is of certain significance to study the scientific and technological support for the innovative development of Guangdong's marine economy.Based on scientific and technological innovation theory,competitive advantage theory and new economic growth theory,this paper adopts research methods such as literature analysis,descriptive statistical analysis and entropy method to give weight to comprehensive evaluation.On the basis of foreign studies on the relationship between the growth rate of marine economy and marine science and technology,innovation and marine economy,as well as domestic reviews on the development of marine economy,marine science and technology system,and the relationship between marine science and technology and marine economy,the relevant concepts such as innovative development of marine economy and marine science and technology support system are defined.This paper analyzes the status quo of scientific and technological support for the innovation and development of Guangdong's marine economy from four aspects of talents,organization,achievement transformation and government guidance,and makes an empirical study by using the comprehensive evaluation method of entropy weight,and puts forward some countermeasures and suggestions for scientific and technological support for the innovation and development of Guangdong's marine economy,so as to provide reference for the innovation and development of Guangdong's marine economy and the progress of marine science and technology.The article is divided into seven parts: the first part is the basis for the topic selection.First,it explains the research purpose and significance of this article.Second,it sorts out relevant domestic and foreign documents and makes comments.Finally,it discusses the innovation of this article.The second part defines relevant concepts and elaborates relevant theories based on the achievements of other scholars.The third part analyzes the current situation of scientific and technological support for the innovative development of marine economy in Guangdong Province from four aspects.The fourth part deals with relevant data such as "China Ocean Statistics Yearbook" and Guangdong Provincial Government Reports over the years,so as to conduct empirical research on the scientific and technological support for the innovative development of Guangdong's marine economy.The fifth part introduces the advanced experience of the development of marine science and technology systems in San Francisco,Greater Bay Area,Tokyo,Greater Bay Area,Qingdao and Zhoushan,and draws lessons from it.The sixth part puts forward the conclusion and the countermeasures and suggestions of science and technology to support the innovative development of marine economy in Guangdong Province.The seventh part points out the shortcomings of the paper and puts forward the prospect.
