Study On Comprehensive Evaluation Of Marine Economic Development Level In Shandong Province

Ocean as a resource contains precious asset, its use value and development prospects are bright, countries around the world and China’s coastal provinces make full use of its geographical advantage, are constantly exploring to achieve more sustainable and healthy marine growth model. The party in the eighteenth report put forward to improve the ability of developing marine resources, construct marine power."Twelfth Five Year Plan" is proposed to promote the development of marine economy. The next period is the golden era for the development of marine economy in china.As one of the main coastal provinces, Shandong province has superior geographical conditions, rich marine resources, abundant ocean science and technology strength. It made great achievements also faced many inevitable problems. This paper analyzes the present situation of Shandong in recent years from different aspects:the total marine economy continues to expand, slowly rising employment related to the sea, marine industrial structure adjusting and optimizing, significant supporting role of marine science and technology, marine resources contradiction tends to ease but the pressure is still relatively large, marine environmental pollution situation is grim, but more perfect marine environmental protection engineering.In the comprehensive evaluation research firstly based on the principles of objectivity and scientific, representative and operability to establish a set of evaluation index system of Shandong province marine economy development level. This system is based on marine resources and environment, the level of industrial development and social development for the framework, using the entropy weight method and grey relation comprehensive analysis method. Results show that three subsystems from2006to2011year in our province presents greatly volatility, but the development of marine economy comprehensive level is rising year by year, and has obvious phase characteristics. In order to reveal the operating system differences of marine economy, this paper applies grey relational comprehensive evaluation for the assessment and sorting, comparison and analysis of marine comprehensive development level in China’s11coastal provinces. Shandong ranks fifth, indicating the marine economy development of Shandong under the middle level in2011, the marine resources and environment evaluation at fifth, the scale and quality of marine economic development in the fifth, social development level ranks third. In order to promote the sustainable development of marine economy in Shandong, the following aspects worthy of attention: Rational utilization of marine resources and protection of the marine environment to become a social consensus, marine scientific research funds should be increased, the transformation of the mode of marine economic development and enhance the level of marine comprehensive management from multiple perspectives.
