The 21 st century is a century of the sea.Various coastal countries in the world have enhanced their developing of the sea.Human beings are carrying out a growingly more practices on the sea,which has contributed to the rapid development of marine economy.However,in exchange for an extensive economic growth,a great deal of energy consumption had damaged the balance of the marine ecosystem.How to improve the green development of marine economy is faced with many problems.According to the directions of "The Fifth Plenary Session of the 18 th CPC Central Committee",green development,as one of the five major developing theories,has drawn unprecedented attention.Under such a circumstance,the green development of our national marine economy has a practical significance.To take11 coastal provinces of our country as an example,with reference to "Green Development Indicators System" and "Ecological Civilization Construction Assessment Target System",the essay establishes an assessment indicator system for the green development level of marine economy.The author applies a set pair analysis to analyze the green economic development of 11 coastal provinces in China during 2006-2014 period with comprehensive measurements.Also,the kernel density estimation model and GIS spatial analysis technology are utilized to study the tendency and rule of spatial-temporal evolution of green development of marine economy.Related policy suggestions are proposed to adapt to local conditions based on different levels of green development of marine economy in each province.The primary research achievements of the essay are as follow:First of all,the overall green development of marine economy in 11 coastal provinces in China during 2006-2014 period tends to rising volatility by means of the preliminary calculation of the set pair analysis.The data show that the dimensions of marine economy and the marine ecological environment greatly largely dipped in 2009 and 2008.However,the data gradually began to rise again after 2009.The quality of the marine environment began to rise in 2013.However,the dimensions of marine and social development have not improved,and the level of coordinated development of land and marine economy is not high.Secondly,it can be seen from the calculation of kernel density estimation model that there was a trend which gradually spread from area to area and tow-level differentiation in2006-2014.Development of high-level green areas is faster than low-levels areas in2006-2014.There was a slowdown in the growing of green development of our nationalmarine economy During 2006 to 2010,but there was speeed up of the green development of marine economy Durine 2010 to 2014.The level of green development in the coastal provinces began to gather in high-level areas,and the gap between regions gradually expanded During 2006 to 2014.Thirdly,in accordance with the set pair analysis,using the Natural point fracture method evaluation result of the green development of marine economy is produced.The essay divides the 11 coastal provinces of our country into 3 types of regions: Shanghai,Guangdong and Tianjin as the high-level regions of green development of marine economy;Shandong,Fujian,Zhejiang,Jiangsu and Liaoning as the middle level regions of green development of marine economy;Hai,Hebei,Guangxi as regions of that low level of green development of marine economy.
