The most rigorous water resources management system is a special idea that can show our country's characteristics.In order to guarantee the implementation of the rigorous management system,it is necessary to implement the most rigorous water resources management assessment system.But how to assess and evaluate the management level scientifically will be an important part for the most rigorous water resources management system.Xi'an,who has become a national central city in China,the problem of water shortage has become the bottleneck of its economic development.Therefore,it is of great significance to study the performance evaluation of water resources management in Xi'an.This paper systematically summarized the domestic and international water resources management systems and research status,then built a set of the most rigorous water resources management performance evaluation index system,combing with the current situation of water resources utilization in Xi'an.The evaluation conclusion of water resources management level in Xi'an was obtained by mathematical model calculations.The main research results are as follows:Analyzed the situation of natural resources,socio-economic status and water supply,to study the changes in the water structure in Xi'an during 2006~2016.Constructed a water resources utilization change and driving factor factorization model,and applied to Xi'an,the results showed that the total economic quantity was the most important factor which brought the increase of industrial water consumption.Summarized and analyzed the indicators of total water use,water use efficiency,and restriction of pollution,established the most rigorous water resources management performance evaluation index system.The system included three criteria layers and 19 indicators.Analytic hierarchy process and entropy weight method were used to determine the subjective and objective weights of each index,and the combination weights were obtained by using a game combination method.In order to analyze the change trend of water resources management performance in Xi'an City from 2013 to 2016,selected the matter-element analysis method to evaluate the level of water resources management in Xi'an.The results indicated that the management level had been at a good level and had been increasing year by year.Three ways were carried on the quantitative calculation for the most rigorous water resources management evaluation,including the matter-element extension model,grey correlation method,system clustering.And the evaluation results of the three calculation models were comprehensively analyzed.The final results showed that the water resources management status of the city center was the best,and the management of Zhouzhi was relatively poor.According to the results of the evaluation,the red-yellow-blue partition of water resources management in Xi'an City was studied,among which,Lintong,Zhouzhi and Huyi were belong to the red zones;Chang'an,lantian and Gaoling were belong to the yellow zones,and the city center was belong to the blue zones.Through this study,a set of the most rigorous water resources management performance evaluation models was proposed to test whether the current water resources management implementation process meets the requirements of the most stringent water resources management objectives and principles.The conclusion can provide theory support for water management work.
