As a kind of basic and strategic resource,water resources serve as the foundation of human existence and social development.Nowadays,water shortage,serious water pollution,water environment deterioration and other problems have already restricted socioeconomic developments.Thus how to carry out water resources management scientifically and rationally has become an urgent issue.The most stringent water resources management proposed in 2011 is the latest theory of water resources management in China.And it is of great practical significance to conduct comprehensive evaluation on the strictest water resources management.In this paper,to address the complicated problem of assessing water resources m anagement with informational uncertainty and multiple levels,an assessment index sy stem is developed from three facetsdevelopment and utilization of water resources,wa ter use efficiency and pollution restriction in water functional areasaccording to the w ater resources management measures proposed in the 2011 Central Document No.1.T he fuzzy comprehensive evaluation method is used as the assessment framework,and index uncertainty is grasped by the cloud model so that the transformation between qu alitative and quantitative concepts is more directly reflected.Integrated with combinat ion weight method to ensure the consistency of subjective weight and objective weigh t,an improved assessment model based on cloud model and fuzzy comprehensive eva luation is established to appraise the water resources management in Huizhou City.T he research results show that Huizhou is at a relatively high level regarding water reso urces management,and that it can finish the assessment goal in time,even completing the 2020 political task in advance with the management level in 2015.On the basis of this,the direction of Huizhou's water resources management is further analyzed,whi ch provides theoretical reference for regional water resources management.Finally,b y comparison with traditional assessment methods,the feasibility of the comprehensiv e assessment method based on cloud model is demonstrated.Plus,the results indicate that the method is characterized by higher reliability and stability,providing more inf ormation.
