The index system of water resources management is an important measure and guarantee for the effective implementation of water resources management.Our country is vast in territory,different regional water resources exploitation and utilization degree of difference,therefore,the index system of water resources management should adapt to the characteristics of water resources in the region,to examine the management problems of local water resources.The Datong Lake District in Hunan,Yiyang,is located in the hinterland of Dongting Lake area,and is an important component of the ecological economic zone of Dongting Lake.However,the increasingly serious problem of water pollution has become a major bottleneck in the social and economic development of the local economy and poses a threat to the safety of the residents' living water.In order to strengthen water resources management and improve water resources status in Datong Lake District,it has the great practical significance to build a management index system with water resources characteristics of Datong Lake District.This paper is based on the thorough investigation and analysis of water resources in Datong Lake District,using the method of theoretical research and practice of combining research,analysis of the characteristics of water resources in Datong Lake District,Established water resources management index system and evaluation model of Datong Lake area,and provided technical support for local water resources management.The main findings are as follows:(1)To analyze and evaluate the Datong Lake District water resources development and utilization,capacity and water resources development and utilization of water resources in Datong Lake can basically meet the people's life and the needs of social and economic development;to analyze the water level changes of Datong Lake within the embankment,Datong Lake embankment water outside embankment around the river water level compared to interannual amplitude is smaller.(2)Through literature survey and field research,to study the evolution of Datong Lake Ecological and water environment,biological health since the last century since 60s Datong Lake has undergone tremendous changes,dominant species,species decreased by about 50%,serious ecological degradation of water;According to water quality monitoring results,Datong Lake belong to the light eutrophication level of eutrophication level,water quality belong to severe pollution;Datong Lake District underground water iron and manganese content exceed the standard of drinking water,residents living water is seriously threatened.(3)According to the characteristics of water resources in Datong Lake area,the water resources management index system of Datong Lake area,which includes water resources occurrence and utilization,water resources utilization efficiency and water ecological environment protection,The AHP-entropy weight combination weighting method is used to calculate the weight of each evaluation index,and a water resources management evaluation model based on the modular comprehensive evaluation method and the gray relational evaluation method is proposed.(4)The fuzzy comprehensive evaluation model and the gray relational evaluation model are used to evaluate the water resources status of the Datong Lake District in 2015.The results of the two models show that the water resources of the Datong Lake District in 2015 are poor.
