Water resource is an indispensable natural resource for human survival and social development.With the rapid development of economy and society,the shortage of water resources has become a global problem.To solve the problem of increasingly complex water resource in our country,the State Council issued ?the Opinions on Implementing the Most Stringent Water Resources Management System?.It clearly put forward the "three red lines" including the control of development and utilization of water resources,water usage efficiency control and limit of pollution in water function areas.Yan'an is located in the arid and semi-arid region of northern Shaanxi province,and the water shortage has seriously restricted the sustainable development of its economy and society.Therefore,through the literature review,data collection and field investigation work,this paper adopted methods such as principal component analysis,gray correlation analysis,fuzzy comprehensive evaluation method.It carried out the water resources management evaluation and the optimal allocation research based on "three red lines" in Yan'an,which is of great significance on its economic,social development and sustainable utilization of water resources.The main research results are as follows:(1)On the analysis of the water resources situation and the development and utilization in Yan'an,it built the evaluation index system of water resources management which is suitable the plateau region of Yan'an based on the most stringent water management "three red lines".(2)It adopted the principal component analysis to evaluate the integrated management level of water resources in Yan'an from 2011 to 2015.it is concluded that the comprehensive score of water resources management increased from-3.762 in 2011 to 2.862 in 2015.It showed that since the implementation of the most stringent water resource management system,the comprehensive management level of water resources has been continuously improved in Yan'an.(3)It adopted gray correlation analysis method and fuzzy comprehensive evaluation method to evaluated integrated water resources management level in different districts and counties of Yan'an in 2015.The results showed that the water resources management level of all districts were relatively good,the evaluation results of two methods were consistent.Luochuan,Huanglong and Ansai county ranked the top three in integrated water resources management,while Ganquan ranked the last.(4)It adopted the fuzzy comprehensive evaluation method to evaluate the water resources management level of different districts and counties of Yan'an based on different red lines according to the valuation standard of "worst","poor","medium","good","excellent" in 2015.The results showed that the water resources management level of development and utilization of Wuqi was the worst,Zhidan,Ganquan,Yanchang,Yichuan ranked as the "poor",Ansai,Baota,Yanchuan,Fuxian and Huangling ranked as "medium",and the rest counties ranked as "excellent";The water efficiency management in each district and county of Yan 'an city ranked above "good";The pollution limit management level of water area in Baota ranked as "poor","medium" in Zichang and Yanchang,"good" in Wuqi and Yanchuan,and "excellent" in the remaining districts and counties.(5)Established a water resource optimization model with the goal of maximizing the comprehensive benefits of society,economy,and the environment,and constricted to "three red lines" for Yan'an.It adopted the particle swarm optimization(pso)algorithm to improve the solution.It has obtained the optimal allocation of water resources when precipitation assurance rate is 75% in 2020 in Yan'an.It analyzed the configuration results from three aspects of water deficit volume,water supply structure and target values,and the configuration results conformed to the controlled requirements of the "three red lines",so as to realize the water resources optimal allocation under the restriction of "three red lines".
