Evaluation Of Water Resources Carrying Capacity In Tongliao For The Thirteenth Five-Year Plan Period

This article first analyzed and calculated the multi-year average of surface water resources,groundwater resources,available water resources and water quality,and described the general situation of water resources in Tongliao City from the perspective of water quantity and water quality.The average annual surface water resources in Tongliao City for many years were 790 million m~3,the average annual groundwater resource was 350 million m~3,and the available water resource was 360million m~3.The water quality of Class III surface water in the city was 113 kilometers,which accounts for 33.2%of the total assessment river length,and the water quality of Class IV was 227.8 km,accounting for 66.8%of the total length of the evaluation river,the shallow groundwater in the study area,ammonia,iron,manganese,permanganate index,total hardness,fluoride,and other water chemical indicators exceeded the Class III standard;then survey and statistics Tongliao City in 2013,the flag counties based on the city's water consumption,water use structure,and water use levels,through calculations and analysis,the total amount of water used in the study area in 2013 was 267.68 million m~3,of which the first,second,and third industry water consumption were 2,207.9 million m~3,respectively.238.60 million m~3and 24.74 million m~3,accounting for 82.50%,12.30%and 0.9%,respectively;in addition,the domestic water consumption of residents was 88.52 million m~3,accounting for 3.3%;the ecological water consumption was 26.92 million m~3,accounting for the total water consumption.1.0%By studying the social and economic conditions of Tongliao city,the conflict between water supply and demand,socio-economic development trends in 2020,and water supply and demand forecasts,we have sorted out the water supply and demand situation in the current and forecasted years in Tongliao City.In 2013,the city's water consumption was 267,668.million m~3,including 85.52 million m~3 of domestic water,256.24 million m~3 of production water,and 26.92 million m~3 of ecological water.In 2013,the city's water supply was 267.68 million m~3,the surface water supply was 106 million m~3,and the groundwater supply was 256.268 million m~3.In Tongliao City,the total water use at the current water level was 304.39 million m~3,of which the domestic water consumption is 139.04 million m~3,the total production water consumption was239.102 million m~3,the ecological environment water consumption was 69.18 million m~3,and the water-saving level of Tongliao City in 2020 The total water consumption was 280.68 million m~3,of which the domestic water consumption was 108.9 million m~3,the total production water consumption was 269.78 million m~3,and the ecological environment water consumption was 40 million m~3.Finally,a set of water resources carrying capacity evaluation index system was constructed in accordance with local conditions.AHP was used to screen evaluation indicators and weights,and a multi-level fuzzy comprehensive evaluation model was applied to the water resources carrying capacity under the four schemes in Tongliao City.Evaluation to determine the scheme was more suitable for high Tongliao City in the next five years of development,the program takes into account under the water,water transfer and open source case,the amount of available water resources in Tongliao City is4,047,448,700 m~3,the total water consumption 2,808,680,000 m~3.The comprehensive rating scale of water resources carrying capacity in Tongliao City increased from0.455 to 0.635,indicating that by implementing this plan,the water resources carrying capacity of Tongliao City can still meet the needs of its rapid socio-economic development in the next five years.
