A Research On The Evaluation And Strategy Of China's Green Economy Under Tight Constraints Of Resources And Environment

China's economy is accompanied by excessive consumption of resources,serious ecological damage and environmental pollution problems in the process of rapid growth.In recent years,a series of outstanding environmental problems have brought great pressure on the quality of economic growth.Governments all levels,society and scholars from all walks of life have to look back to reflect the problems of China's current economic growth mode.March 24,2015,the Politburo meeting for the first time proposed "greenization",made a change of the "four synchronous" of modernization strategy to the "five collaborative".Although china has been the second largest economies in the world,the development of greenization of China's economy is more and more constrained by resources and environment.Therefore,how to get a green development path to break the tight constraints of resources and environment is a long-term problem for China's economy under the new normal.This paper analyzes the present situation of China's resources and environment,and discussed the relationship between environmental quality and economic growth on the basis of defining connotation of green and related concepts.It combines the research about evaluating indicator of greenization of economy at home and abroad,selects 38 subdivide indexes related to green economy.According to the relevant data of 15 years in 2000-2014,first of all,the entropy method is used to carry out the weight of each of the third level index.The role of each index in the process of green economy development has also been analysed.Then the TOPSIS method has been used to measure the level of China's green economy,finally,conclusions can be drawed as follows:First,the level of China's green economy is declining in 2000.2003,and rising in 2004-2014.But the general level is uptrend in 15 years.The level of China's green economy will be continuously improved and ultimately carried out sustainable development of economy with the development of science and technology and environmental protection.Second,by and large,economic growth,foreign trade,residential living standard and livelihood security all have a great effect.And the weight of participating in the basic old-age insurance index is the biggest.But those indexes about the government make up relatively small weight.Meanwhile,it also shows that the influence is small.Finally,the paper puts forward the path and strategy of China's green economy under tight constraints of resources and environment.Four path selections are presented:resource conservation,optimization of economic structure,clean and green environment and green financial orientation.The formulation of strategy includes four aspects:industrial structure layout,economic development pattern,market-oriented reform and government performance evaluation.Based on the analysis and results in this paper,the author hopes to enrich the research content of greenization and provide theoretical reference and policy guide for the development of green economy.
