Scientific and technological innovation is a very important concern of contemporary enterprises.In the era of increasingly fierce competition in the industry,innovation can enhance the vitality and market competitiveness of enterprises.The importance of contemporary knowledge economy makes more and more enterprises realize that the core competitiveness of enterprises is not only to occupy and use traditional production resources,but also to use and output various intangible capital efficiently.At present,the efficiency index of research and development(R & D)is usually used to evaluate the technological innovation level of enterprises.This index not only pays attention to the amount of R & D input,but also pays more attention to the efficiency of activity output,so as to know whether the current input and output meet their own expectations.Therefore,under the scientific and effective index system,the current efficiency of each enterprise is evaluated.On the one hand,it is conducive to the summary and examination of the efficiency of R & D investment by the enterprise itself,and the continuous improvement of the results to achieve the best efficiency.On the other hand,it is also conducive to the government and capital investors to understand the current level of R & D investment of each enterprise and each region,and to formulate targeted R & D investment The next step is scientific research policy,economic support and capital investment.In this thesis,72 high-tech enterprises listed on the gem of Jiangsu province are selected as the research samples.By combing the existing literature,a two stage efficiency evaluation model based on Data Envelopment Analysis(D),entropy weight method(S)and approximate ideal solution ranking(T)is constructed: D-S-T.Based on the analysis of the current situation of the high-tech industry on the gem,firstly,according to the two time dimensions of 2016-2017 and 2017-2018,the first stage method(DEA)of d-s-t model is used to study the effectiveness of the input-output of these 72 enterprises,and accordingly,the corresponding projection analysis and comparative analysis are made to provide an improvement idea for non DEA effective enterprises;then,this paper continues to use d-s-In the method of T model,entropy weight method(s)is used to objectively weight the efficiency evaluation index system and calculate the efficiency ranking of DEA effective enterprises in two time periods.Finally,this paper innovatively introduces the national tax as the social benefit output index of DEA effective enterprises,lists the new index into the efficiency evaluation index system framework,and reuses TOPSIS method in 2017-2018 In order to meet the DEA's requirement of ranking efficiency effectively,this paper makes a comparative analysis between DEA's ranking and that of uncomputed social benefit index,and further analyzes the specific input-output data of the enterprise and the company's own characteristics from two perspectives,and puts forward corresponding policy suggestions.It is found that the R & D efficiency of gem high-tech industry is not necessarily related to the amount of R & D investment and production scale of enterprises.The R & D efficiency of the high input large-scale high-tech enterprises represented by Jiangsu Jiaotong Technology Co.,Ltd.is even less than that of the small and medium-sized enterprises such as new Meixing,which needs further reform of their own R & D efficiency and R & D system.Secondly,the research results show that the sales revenue of some enterprises represented by Jiangsu Meishang is not low,but their patent output is very small,which makes their comprehensive R & D efficiency Rate to relative end.This paper holds that too much emphasis on sales revenue and neglect of R & D output will damage the enterprise's life and development potential.In addition,this paper innovatively introduces social benefits as output indicators,and finds that the efficiency of some companies ranks in theConsidering the social benefits represented by the state tax,there are great changes.Aiming at the two representative enterprises,some policy suggestions are given from the two aspects of considering the social benefit index and not considering the social benefit index.Therefore,the government or the enterprise should consider the social influence factors in many aspects when making the decision.It is necessary to balance the social benefits while improving the input-output efficiency of R & D.Finally,from the three angles of government,capital investors and enterprises themselves,the paper puts forward relative policy recommendations for the efficiency evaluation of Jiangsu's high-tech industries based on the results of ranking analysis...
