The grading of sea area not only the basis of the user pays system for sea area use, but also an important standard to protect Marine resources and ecological environment, and the important basis of realize the marketization of China's ocean. Effective division waters will provide enormous power for ocean development and utilization in our country, so it is of profound economic and social significance. Great changes have taken place in the resources of the sea environment and the social economy. The obsolete standard is no longer reflected in the use value, which restricts certain extent the utilization level of development of the oceans.The evaluation index system of the grading of sea area is constructed by the ocean resources and environment conditions, the surrounding area economic development, regional development level of society, etc. Using entropy TOPSIS to analysis the fishery by sea of 19 regions in Zhejiang Province, which is the first using in the grading of sea area.We divide the waters and compare the results with the official standard in this paper. The research shows that: the first, factors on the value of the sea area assessment and classification is very important, which is chosen by guidance and control in the waters of the evaluation. The second, with the developed degree of regional environment and Marine economy, the index weight was changed, and the decisive factors always related to use the type of waters. The last one, the result show that the closer to the sea, the evaluation level of the sea fishery have has greatly improved. In addition to the economic development of the land surrounding waters, which are often lower than the other and economically underdeveloped areas.
