In recent years, there have been environmental geological problems such as land subsidence, ground fissures, deterioration of water quality, and expansion of groundwater hoppers in the plain area of Baoding City. The occurrence of these geological problems is inseparable from the overexploitation of groundwater. In particular, the distribution of poor groundwater is relatively wide. Therefore,it is very important to correctly evaluate the groundwater resource carrying capacity based on ecological constraints in the plain area of Baoding City.In addition,it plays an important role in the long-term and efficient development of the socio-economic system and groundwater resources system in the region..The research area is located in an important location in the key development zone of Jingbaoshi.Groundwater has been in an over-extracted state for many years, and groundwater resources are an important part of people's life and economic development. Therefore, this paper evaluates the carrying capacity of groundwater resources in counties(cities)on the plains of Baoding City.It starts with the social, economic, and ecological aspects of each administrative region, divides the carrying capacity of groundwater resources into socio-economic systems, groundwater resources systems, and ecology. This paper use the Analytic Hierarchy Process(AHP)to determine the impact weights of each three-level index on each subsystem and the impact weights of each subsystem on groundwater resource carrying capacity. Then,a fuzzy comprehensive evaluation method is used to carry out the groundwater resource carrying capacity of each subsystem.Through AHP,the overall assessment of the groundwater resource carrying capacity of each county(city)was conducted through the three subsystems. Then the groundwater resource carrying capacity of the study area was evaluated by the set pair analysis method. The evaluation results were compared with the results of the fuzzy comprehensive evaluation method. The pros and cons of the groundwater resource carrying capacity of the two methods in the plain area of Baoding City were analyzed.Through the analysis of the social economy, groundwater resources, and ecological environment in the Baoding plain area,we conclude:(1)The exploitation of groundwater in the plain area of Baoding City is 150%,and it is already in an over-extracted state. The next plan must strengthen the management of water resources, increase the reuse rate of water, increase awareness, make full use of surface water, and increase the amount of groundwater without increasing the amount of groundwater.Maximizing the carrying capacity of groundwater resources.(2)A small part of the groundwater resources in each administrative area of the Baoding plain area has reached a certain scale, but it still has potential for exploitation. Most of the groundwater resources have reached saturation values. The potential for further exploration is small, which intensifies the contradiction between the supply and demand of groundwater resources in these areas.(3)By comparing the evaluation results of groundwater resources carrying capacity between the fuzzy comprehensive evaluation and the set pair analysis method, the results of the two methods are basically the same in the order of the superiority to inferiority of the evaluation results of the groundwater resource carrying capacity of each county(city),but the evaluation level of some counties and cities of the pair analysis method is higher than that of fuzzy comprehensive evaluation. The analysis is due to the fact that compared with the fuzzy comprehensive evaluation method, the set pair analysis method has better continuity and is more in line with the actual situation.
