How is the status of water resources carrying capacity in a country/region? What scalesof the social development and economic development can it support? All these have been thebasic criteria and indicator of establishing sustainable development programming and goal.Therefore, it is important to study on the evaluation of water resources carrying capacity.Water resource is the badly meager in Hohhot, so groundwater is the main sources ofdrinking and industrial water use. Hohhot is chosen as the typical study area. This papermakes analysis to the condition of groundwater, social, economic and environmental, andindicates the problems exist in developing and using groundwater. It is analyzed that theequilibrium problem in supply and demand on the basis of forecasting the social developmentand economic development, water needs, water supply in2015and2020. An evaluationindicators system is built through macroscopic evaluation and comprehensive evaluation byanalyzing and understanding the basic theory of water carrying capacity. Macro-evaluation isconcise and clear to reflect the water resources bearing capacity to population,social,economic and environmental; Com-evaluation focuses on the groundwater that can be carriedon the situation of social, economic and its harmony.The multi-hierarchy variable fuzzycomprehensive evaluation method is applied to evaluate the groundwater resources carryingcapacity of Hohhot in the actuality year of2010and the planning year of2015and2020.Hohhot groundwater resources carrying capacity is mainly affected by the utilization ofground water, population destiny, the average water consumption of urban and rural areas andcoefficient of groundwater exploitation excessive and other factors and so on. In order toenhance the groundwater/water carrying capacity, we reasonably suggest the planning ofgroundwater exploiting.
