With the development of economy and the progress of Internet technology,the market competition is getting increasingly fierce in our country.The continuous development of business pushes the transformation of enterprise finance.Establishing financial shared services center has become a development trend for enterprises to improve the level of financial management.Compared with the traditional financial management mode,the financial shared services center conforms to the trend of enterprise value creation,which greatly reduces the enterprise cost and improves the work efficiency of the enterprise.How to build,operate and optimize the financial shared services center and how to maximize the enterprise value have become the problem that many enterprises need to be faced with.China railway company attaches great importance to the construction of financial information.In 2007,it established the financial information platform and centralized management platform to meet the financial management needs of the company.With the expansion of company scale and its scope of business,industry and capital merging has become a new challenge.So from 2013 to 2015,China railway company builds the financial shared services center based on the principles of the progressive distribution and implementation of overall planning.In 2016,the two subsidiaries under China railway A company operated the financial shared services center as a pilot.This laid the foundation for the overall operation of the financial shared services center of China railway A company.In April of 2017,except for overseas business,China railway A company adopts accounting and calculating work of all subsidiaries and project departments into financial shared services center.But problems also come with success.Therefore,the operation and management of financial shared services center has become an urgent problem for large and medium-sized enterprises in China.This paper includes six parts.The first part introduces the research background and importance,domestic and foreign research review,research ideas and methods,innovation points and deficiencies.The second part defines the concept of operation management of financial shared services center,and explains the essence of enterprise re-engineering theory,scale economic theory,principal-agent theory and organizational structure theory.The third part describes current situation of operation management in four aspects,that is organization structure,business process,financial information system,personnel team construction of China railway A company financial shared services center.And on this basis,this part discusses the problems existing in operation and management of the financial shared services center.The fourth part analyzes the feasibility to optimize operation and management of financial shared services center.According to the optimized objectives and principles,four elements such as organization structure,business process,financial information technology,personnel team are selected to make optimization design of financial shared services center.The fifth part elaborates the goods results that China railway A company has achieved in value improvement,personnel management,standard enforcement,risk control and so on.And it also stipulates the safeguarding measures operation and management of financial shared services center.The sixth part summarizes the work and conclusion of this paper,and makes an prospect of the operation management and optimization promotion of the financial shared services center.The innovation of this paper lies in research content and research perspective.In research content,taking China railway A company as the research object,this paper analyzes the current situation of operation and management of A company's financial shared services center.Based on the problems,a optimization and design plan in organization structure,business process,financial information system,personnel and other key aspects of financial shared services center is provided.And this paper also elaborates optimization effects and provides the detail measures for guaranteeing financial shared services center optimization work.In research perspective,this paper takes Construction firm A company which builds and establishes the financial shared services center operation management as the research object.An analysis of operation management and optimization process of financial shared services center will have great values for reference for many other construction firms.
