The vitality and role of small?medium-sized enterprise(short for SMES)in our country have further played out as the continuous improvement of China's socialist market economy,which has played a more and more important role in the reform and progress,thus promoting the rapid increase of national economy.However,there are still quite a few problems and difficulties in the development process for SMES.A certain disparity exist compared to developed countries in terms of strategy management?theory and practice,which hinder the development and expansion of China's SMES.Therefore,it's imperative and urgent to study on the strategy management of our SMES.Hunan KT Limited Liability Corporation is a typical state-owned SMES.The paper briefly summarizes the common theory on strategies of SMES and based on which it creatively sketches out the development pattern for SMES'strategy management.What's more,the paper comprehensively analyzes the operation environment of the pattern and the strategically-operating guarantee system,centering on KT LLC,the paper conducts an in-depth analysis.The paper firstly combs up the theory on the strategy development and emphasizes the environment and SWOT analysis.Then,according to the ten years' development of Hunan KT LLC combined with the trends of China's economy reform,the paper thoroughly analyzes the reasons for strategy formulation based on the problems existing during the operation process,and it has also objectively analyzes the advantages and disadvantages?chances and threat of the enterprise.The strategies are designed with short-term?intermediate and long-term goals,while the short-term strategy design is operable,intermediate reflects the deepening of reform and long-term shows the orientation of the development of the enterprise.Closely coordinating with the national strategy,the paper conducts an all-rounded analysis on the strategy implementation?improvement of internal management system and human resource management?the strengthening of technology research and financial management as well as the establishment of excellent enterprise culture.We have adopted the mixed economy pattern like the state-owned reform to conduct strategy innovation,emphasized the shareholding reform and the participation of staff to be shareholders,and strengthened the pluralism reform of shareholdings,thus mobilizing staff's working initiative and increasing capitals' profitability.The reform is carried forward with phases and systematically.Moreover,starting from China's SMES'development strategy,we can know the development of the external support system for China's SMES in nuclear industry,by this way we can pick out the creative strategy system that fits the features of Hunan KT LLC,accordingly,we can put forward the implementation main points for China's SMES with regards to creative development strategy in different stages.And thus we can analyze the strategically supported system from science and technology innovation?legal support?social service support and IPR support.In the end,we have made a summary and looked ahead of the development strategy of Hunan KT LLC,which will guide in a certain degree to the reform of China's SMES theoretically and practically.
