In2012by the European debt crisis, the world economy and a number of majoreconomies got into recession. The slowdown in Europe economy is worst. The economicgrowth of the United States is slightly better than that in last year. But it is still difficult tooffset the negative impact of the recession in the global economy caused by the emergingeconomies. And the developing countries and the smaller size of the market, they dependon the developed countries deeply, quickened the pace of economic contraction. India,Brazil, Turkey and other countries ’ economic growth has dropped significantly. Theworld economic growth was the overall slowdown. Under the impact of the internationaleconomic situation, China’s economy is in low stabilization. In the " Wenzhongqiujin"total fundamental key, a national initiative to control the real estate market, resolve therisks of investment and financing platform, actively adjust the economic structure, theannual GDP growth is slightly higher than7.8%.Beijing Tianhai industry Co., Ltd. is a cylinder manufacturer in such a macroenvironment. The cylinder industry is affected by the overall economic condition. Themarket demand shrank. And the relative surplus production capacity of the cylinderindustry appeared. The overall performance of the cylinder industry declined. Also theincome of Beijing Tianhai Industry Co., Ltd. declined in2012, compared to2011.However, the development of cylinder industry is in an initial stage, compared with theindustry development level of China. And it has very big development space. Facing thedifficult and complex environment, how to develop next, take what kind of develop mentstrategy, is discussed in this paper. On the basis of strategic theory, through the analysisof Tianhai company’s external environment and internal conditions, using the SWOTanalysis method, summarizes the external opportunities and threats, internal strengthsand weaknesses, to get the development strategy of Tianhai company, then formulatedthe strategic implementation steps and the strategy guarantee system.
