In today's society,network communication has become one of the indispensable public resources in people's daily life,communication and transportation,electricity,water supply and gas supply and other infrastructure systems,constitute the modern urban lifeline system,Any infrastructure systems' collapse would cause great influence?Because of the extensive and real-time characteristics of communication network,communication fault impact on the daily lives of the people,the more distinct.The negative impact caused by the interruption of the communication network is huge when the city has a major disaster accident: Interruption of the communication network will lead to information partition,resulting in disaster information can not be released in a timely manner,the difficulty of the organization to rescue.Long time of interruption of the communication network is easy to cause people to panic,and then produce a lot of secondary disasters.Communication system as an important part of city lifeline system,in the flood,typhoon,earthquake and other natural disasters and accidents,industrial accidents and other accidents disasters and mass incidents,terrorist attacks and other social security incidents and other disasters and secondary disasters triggered a chain reaction,with its vulnerability and there exists some defects.The communication system of disaster environment under the condition of collapse is often caused by information partition thereby increasing the difficulty of disaster rescue and take longer to the aggravation of the disaster,at the same time,Long time of the communication's cut off is easy to cause people's psychological panic triggered mass incidents,causing social problems,caused significant damage and influence.In recent years,natural disasters,accidents and social security incidents occur frequently in China.Such as the Wenchuan earthquake in 2008,the Weng'an group events in 2008 and Tianjin port explosion in 2015 etc.,In the disaster environment,the importance of emergency communication support is highlighted,And the development of China's emergency communications security is lagging behind,the establishment of emergency communication guarantee system can effectively guarantee the stability of the communication network and improve the robustness of the network communication system.Therefore,the study of emergency communication network collaborative emergency management to improve the public disaster emergency communication management system,and enrich the public emergency management system has a certain role.In this paper,we study the security,vulnerability and bearing capacity of telecommunication system under disaster environment.Based on the literature study,on-the-spot investigation and data collection based on triangle frame model on "disaster factor" was analyzed on the dismantling of events based on the emergency communication,trying to make management of existing disaster scenarios in the perspective of public emergency management and comprehensive analysis,the current collaborative emergency management mechanism defects and deficiencies in design,both at home and abroad emergency management system of analogy and actual disposal experience,combined with the actual situation,some views and suggestions are put forward under the situation of telecommunications system disaster emergency management coordination mechanism.
