With the faster development of urbanization in our country and all kinds of disasters and accidents on the increase, the city, as a huge hazard-bearing body, has become the focus of national and social disaster prevention and mitigation. The prime function of emergency logistics system is to provide the relief supplies timely and adequately. Emergency repositories, as important node facilities of logistics emergency logistics system, exists the following problems in China, such as unreasonable layout, numbers are inadequate, the lack of scientific planning. Therefore, the research on the location of emergency repository has an important meaning.The paper analyzed and compared the advantages and disadvantages of existing emergency location models and methods, on the basis of the findings of existing studies, combining with the characteristics of emergency logistics and urban major disasters and accidents, this paper sets up a emergency logistics repository location model, with AHP and multi-objective programming method comprehensively applied. Specific research process is as follows:First, construct the macroscopic influencing factor system of emergency logistics location. From a macro level, through reviewing and analyzing relevant literatures, the existing literature on the influence factors of the emergency logistics location,this paper analyzed the influence factors of emergency location area and filters,classifies and grades the factors, based on the statistical results. Finally, it established the macroscopic affection factor system, in order to provide scientific references for further study emergency repository location.Second, on the basis of the macroscopic affection factors, select the most optimal location area from the candidate ones. According to the characteristics of the macro factors, which are intricate and difficult to quantify, the evaluation model is established by using Analytic Hierarchy Process(AHP),which can rank candidate areas and select the most optimal location area.Third, chose specific location points on the most optimal area. On the basis of regional location, in the micro aspects, the emergency logistics repository location should reflect fairness, efficiency in the process of rescue. With micro location the goals of maximum efficiency, minimum distance and the lowest total cost, three objective programming model is built, and according to the characteristics of the model and actual needs, this paper designed a algorithm to solve the model. Finally take the city of Tangshan for example, and the conclusion demonstrates the effectiveness of the proposed model.In this paper, based on the review and summary of existing literature, construct the macroscopic affection factor system of emergency logistics location. This paper comprehensively used AHP and multi-objective programming method, and builds a emergency logistics repository location model, providing a new practical method for emergency logistics location decision-making.
