Emergency Supply Chain Management System For Natural Disasters Study

China is one of the fewest countries in the world which have the most serious natural calamities,with various kinds and high frequency,covering wide areas, resulting in dramatic damage,making serious bad influences to economy and society development of China.Therefore,emergency aid to natural calamities is a long and formidable duty of our government.Because the situation of disaster in the emergency aio involves in fast transportation and dynamic allocation of numerous materials recourse,the supply chain management has special demand and unusual complexity.A peculiar snowstorm in 2008 reflected various kinds of problems in emergency management of our government.On one side,government responded too slowly in organizing and transporting aid materials after calamity happened,materials allocation and transportation plan are not either reasonable or able to startup immediately,difficult to satisfy the quick requirement of calamity development to aid materials.Especially when crisis happens,existed materials transportation system lacks ability to deal with change.On the other side,government lacks effective management mechanism to the whole supply chain of emergency aid and reduces efficiency of aid to gusty natural calamities as well.How to make supply chain management mechanism and corresponding information system to deal with natural calamities according to the situation of China is a must solved reality with significant study value.This paper first analyzes the varieties,characteristics and emergency management mechanism of natural calamities,illustrates basic theory and operation mechanism of emergency supply chain.Then focuses on the creative thought of applying grid technology to resource distribution and management,which provides significant value for reference to improve functional efficiency of resource and eliminate resource silo.Finally,we discuss the design of emergency supply chain management system;especially introduce the principle of system design and organization frame.In addition,according to the problems exposed in the snowstorm calamity in 2008,associating with the creative thought of emergency supply chain management system discussed in this paper,we make deep research and provide solutions to the occurring problems.Research result of this paper provides innovation for the emergency supply chain management system based on modem information system,crucial model and technology plan for reference.
