Poverty reduction is a long-term historic task and China is now at a crucial stage in the fight against poverty as president Xi Jinping has put it,“it proves a hard nut to crack.No effort shall be spared.”The 13th five-year plan has stated that by 2020 the per-capita disposable income of rural residents shall at least double the amount of 2010,ensuring that all rural residents will be out of poverty within the current threshold.Like many other cities in central China,Kaifeng,a large agricultural city,though with no county below the poverty line,has 292 poor villages and poor population of 175,575 in total.Its fight with poverty remains tough as the city itself fails to have a strong economic advantage and lacks policy and financial support for poor counties.Therefore it is of typical importance to make the poverty reduction program in Kaifeng a research subject.After a few field trips into poor areas and interviews with people involved in poverty relief program,the paper fully describes the status quo in poverty-stricken areas of Kaifeng and summarizes how the work has done in this program.It also pinpoints the deficiencies emerged and analyses reasons behind them.In the last chapter,the paper explores solutions to reduce poverty which includes implementing a overall plan,establishing a mechanism to carry out targeted poverty-relief and balancing critical relationships like partial efforts and overall progress as well as poverty relief and economic development.The paper also suggests a strengthened supervision,assessment and accountability system and a cooperative scheme to resolve the issue.
