Study On Targeted Poverty Alleviation In Rural Areas Of Yanshou County

"Through long-term efforts,decisive progress has been made in lifting people out of poverty.Over 60 million poor people have been lifted out of poverty steadily,and the incidence of poverty has dropped from 10.2 percent to less than 4 percent," xi said in the party's 19 th report.We must resolutely fight against poverty.We will ensure that all the rural poor will be lifted out of poverty by 2020,and all poor counties will be stripped of their hats.We will address overall regional poverty and lift the poor out of poverty.China has made great achievements since the implementation of the policy of "seeking truth from facts,adapting to local conditions,guiding by classification and targeted poverty alleviation" in 2013.At present,our country is in a critical period of anti-poverty battle,to chew hard stuff,ways of village,in this context,how to make the rural poverty alleviation work of poverty alleviation and development to meet the demand of the new,new ideas,how to dig deeper causes poor rural and contradiction,how to implement poverty alleviation on the basis of the accurate identification of poor resources rational allocation and targeted delivery,poverty alleviation efficiency effectively,is to explore and solve the problem.In this paper,starting from the theoretical perspective of precision for poverty alleviation,in order to prolong life precision county rural poverty alleviation work as the research object,combined with Yanshou county rural poverty status quo,through statistical analysis,literature analysis,field investigation method,such as analysis method,find out the restriction accurately the disadvantageous factors of poverty alleviation,has provided the new mentality for the poverty alleviation work smoothly.This paper is divided into five parts.The first part is the introduction,which introduces the purpose,significance,research status at home and abroad,research content and methods.The second part defines the relevant concepts of poverty and targeted poverty alleviation,and expounds the theoretical basis of this study,including anti-poverty theory,poverty vicious cycle theory and unbalanced growth theory.The third part summarizes the situation and characteristics of rural poverty in Yanshou county,and analyzes the current situation of rural poverty in Yanshou county.The fourth part points out the problems in the process of targeted poverty alleviation in rural areas of Yanshou county by means of information retrieval and field investigation,and summarizes the causes.The fifth chapter proposes specific policy recommendations for the practical work of targeted poverty alleviation in rural areas of yanshou county,providing theoretical guidance for the better implementation of targeted poverty alleviation work,and providing reference for the development of poverty alleviation in similar areas.It is found that the main problems of targeted poverty alleviation Yanshou county are as follows: the actual function of government financial aid funds is limited;Lack of precision assistance for poverty alleviation personnel;Poor people lack the ability to develop themselves and lift themselves out of poverty.The industry's ability to produce blood needs to be strengthened.The main reasons for the problem of targeted poverty alleviation in Yanshou county are as follows: poverty alleviation funds lack standard management and supervision;Unreasonable structure of support team;The endogenous development power of poverty alleviation object is insufficient;Industrial poverty alleviation projects are inaccurate.The countermeasures and suggestions for perfecting the existing problems of precise poverty alleviation in Yanshou county are as follows: first,perfect and perfect the precise poverty alleviation mechanism.We should increase poverty relief funds through multiple channels and effectively monitor the use of such funds through third-party supervision.Second,we need to help create a grand pattern of poverty alleviation.According to the needs of targeted poverty alleviation,we will rationally allocate poverty alleviation personnel in villages and encourage all sectors of society to participate in poverty alleviation.We will improve rural financial services and meet the loan needs of more poor households and small and micro businesses.Thirdly,education should be strengthened to alleviate poverty.Targeted poverty alleviation first starts from the thoughts of the poor masses and USES their own efforts to lift them out of poverty.Finally,we should innovate the poverty alleviation model of diversified industries.According to the actual situation of the poor areas,innovate the industrial model,develop the new-type industrial construction guided by e-commerce,drive the regional economic development,and increase the income of the poor population.
