The Western Region Of China Rural Poverty Problem Research

The poverty, as a global problem, results synthetically from the unbalanced development of economy, society, politics, culture, also the geography and natural zoology difference, individual difference. The poverty eradication confronts the whole world. It is a matter of not only economy but also politics to more extent. The poverty of China is mainly in rural area. The rural poverty is centralized in the western of China. Western rural poverty area is the area in which the natural condition is very bad, the minority is very centralized and the poverty is very common. The poverty problems of western rural area have strong and exclusive regional character. It reflects the character of plateau mountain area, minority and borderland. The poverty of western rural area is a synthetical phenomenon of many factors intertwined and mutual-constraining. It is a historical accumulation. Since the founding of new China, the government always focused on the ethic problems and work. The government adopted special ethnic policy to help poverty reduction for the situation of living scattered、geographical condition deterioration、traffic obstruction and bachward economy in rural areas in west China. Since poverty alleviation and development for more than30years, poverty population significantly reduced, insfrastructure construction continually strengthened, production and living condition improved in rural areas in west China. But due to the historical and geographical reasons, western rural areas development level far below other areas. Absolute poverty and relative poverty coexist,absolute poverty population is too many, too wide, deep level the high rate of back to poverty. The poverty severe challenged the target of building a well-off society overall. It is significant of politics, economic and society to study the China’s western rural poverty, and will benefit the acceleration of rural family out of poverty, the economic sustainable development, the establishment of socialism country of new type, the reform, development and stabilization. The theoretic study of poverty in China lags the practice. It will do many goods to finding out an effective way against poverty to analyze the factors causing the poverty and to study the rural poverty eradication pertinently.This thesis analyzes the basic rural poverty theory. Starting with the poverty content, assortment and measures of poverty level, this paper also explains the connotation of poverty and anti-poverty. We analyzes the necessity of anti-poverty in rural areas in west China and think that western rural anti-poverty is inevitable requirement of constructing a well-off society, base of Building a harmonious society, impetus of national unity and development. On the basis of the necessity and importance of anti-poverty in rural areas in China, we state the poverty situation, particularity and anti-poverty progress for western rural areas, and further analyze the factors of restraining western rural areas anti-poverty. Considering all the above situations, we indicate the impetus and model choice of anti-poverty in the Chinese western rural area. We also put forward the poverty eradication policies.On the basis of above study, this paper proposes the pattern innovation, such as insisting on the combination of the development-oriented poverty and the social security, the combination of the special poverty eradication and industry poverty eradication、social poverty eradication, the combination of the external support and rely on own effort. We also point out the main road choice of eliminating poverty. First, we eliminate or relief poverty by agriculture industrialization. Second, restricting control the fast population growth of rural poverty area. Third, we should combine the minimum living guarantee and the endowment assurance. Last, the poor village should move out to another village to eliminate poverty. This paper also point out the main poverty eradication choice, that is to say, we should insist on coordination of development-oriented poverty eradication and relief poverty eradication.
