A Study On The Targeted Eco-poverty Relief In China

Poverty reduction and ecological civilization construction are real problems that human society has to face for a long time.Winning the Battle against poverty in China in2020 is not the end but a new starting point.As a multi-ethnic nation and developing country with the world's largest population,China is in the primary stage of socialism and will remain so for a long time to come.The unbalanced,the undevelopped and relative deprivation in the country will also remain for a long time.With the economic and social development and the intensification of ecological resource shortage constraints,China's poverty and poverty relief practices are also facing a series of new challenges and problems: The effectiveness of the traditional poverty relief based on institutional reforms and development strategies has begun to slow down;excessive poverty relief and development has become increasingly prominent along with the destruction of the ecological environment;under the current standards,it is relatively difficult for the people who are out of poverty to obtain resources;The phenomenon of returning to poverty has increased;the traditional "development-orientated poverty relief" and the "targeted poverty alleviation" in recent years have gradually presented certain contradictions and conflicts in grassroots practice;the people's ever-growing demands for a beautiful environment and ever-increasing expectation of a more material,which has created new and higher demands for the targeted poverty relief and seeking a new way of poverty relief.In line with the current research hot spots and development trends,this paper systematically sorts out the research results of experts and scholars at home and abroad,comprehensively uses Marxist political economics,Western economics and other theoretical and empirical methods to combine poverty reduction and ecological construction.It proposes that a new targeted ecological poverty relief road that should be adapted to local conditions,low-carbon cycle,lasting efficiency,and inclusive development,and strive to provide a new way of thinking about how to promote the cause of poverty relief in China in a decisive period of poverty elimination and the building of a moderately prosperous society in all respect.Based on China's traditional developmental poverty relief practices and the economic and social development background after the anti-poverty fight in 2020,it analyzes the practical motivation and conditions for China's targeted ecological poverty relief.Using the research methods of normative research and empirical analysis,comparative analysis and comprehensive analysis,common analysis and characteristic analysis,it demonstrates the interaction between ecological poverty and the fragility of the ecological environment.Also,It explores the types,causes,identification methods of ecological poverty and the mechanism of targeted ecological poverty relief,revealing the existence of four main types of ecological poverty,including “Poverty caused by poor ecological environment”,"functional role restraint causing poverty","resource exhaustion-induced poverty in the process of industrialization" and "system-deficiency-induced poverty".It provides targeted guidance for the precise identification of poverty relief objects from a new perspective,and also provides reference for the formulation of targeted ecological poverty relief policies.Based on the analysis of the existing exploration effectiveness and existing problems of China's targeted ecological poverty relief and the reference to foreign countries' experience in targeted ecological poverty reduction,a theoretical framework of targeted ecological poverty relief was constructed,and governance system and operation mechanism of “Accurate identification”,“Precision assistance” and“Precision management” were designed.The paper puts forward suggestions on targeted and differentiated ecological poverty relief measures based on resource endowments to coordinate poverty reduction and ecological protection services for China and other developing countries.The proposal of the targeted ecological poverty relief strategy is the development of the existing targeted poverty relief practice and the traditional theory of developmental poverty relief.Its realistic basis is the current economic and social development and the existence of ecological poverty.Its value orientation is innovation and inclusive low-carbon sustainable development.Its realization path is based on resource endowment and ecological poverty relief development.Its basic requirement is to eliminate the bad relationship between people and ecological environment in the ecological poverty area,realize the coordination of ecological environment construction and economic development,through the coordination of government,market,and social forces by investments of capital,labor,technology,and other factors.Its fundamental goal is to change “Green Water and Green Mountains” into “Jinshan Yinshan”,and promote the ecologically impoverished people to get rid of poverty and get rich,and enjoy a better life.
