The Performance Evaluation Of Inner Mongolia Higher Education Fiscal Expenditure

The talent cultivation is the basic task of higher education,the talent cultivation quality is the lasting factor that influences the economic and social development of a country,improving the performance of expenditure of higher education fiscal expenditure is of great significance.In recent years,higher education investment of Inner Mongolia is increasing,but it is still relatively insufficient investment and use,that is not conducive to improve the level of talent cultivation and utilization of educational resources.The paper evaluates the fiscal expenditure of Inner Mongolia higher education,the purpose is to find out the problem of Inner Mongolia higher education fiscal expenditure,in order to improve Inner Mongolia higher education fiscal expenditure performance and promote the quality of talent cultivation,implementing the strategy of developing Inner Mongolia by relying on science and education.On the basis of reading domestic and foreign literature and related theories,reference to the relevant research results and combined with the practical problems of higher education in Inner Mongolia,constructing the Inner Mongolia higher education fiscal expenditure performance evaluation index,then evaluating the fiscal expenditure of Inner Mongolia high education.The paper combines the actual conditions of Inner Mongolia higher education fiscal expenditure,mainly analyzing the its scale performance,structure performance,result performance,and comparing with a national average analysis.Establish the VAR model,analyzes the relations between higher education finance expenditure and economic growth.Finally using the analytic hierarchy process(AHP)to give a mark of Inner Mongolia higher education fiscal expenditure performance evaluation.Finding Inner Mongolia high education financial expenditure having some problems,such as the relatively insufficient fiscal spending,the unreasonable structure,the low level of output and the pulling effect on economic growth is not obvious.And then the paper puts forward the relevant countermeasures and suggestions.The paper discusses the performance of Inner Mongolia higher education fiscal expenditure from the perspective of inputs and outputs and uses performance indicator to evaluate,which has strong application value and practical significance.
