21st century is the era of knowledge economy,we must vigorously develop education,improve the quality and level of education.In provinces such as Guangdong Province,With the development of mass higher education,universities and students in Guangdong Province have been expanding,growing demand for funds.Under the premise of limited financial investment,the efficiency of the use of funds in Guangdong province is low,which makes the development of higher education in Guangdong province seriously hindered.These are serious obstacles to the development of higher education in Guangdong Province.This article is to evaluate the performance of Guangdong higher education expenditure.The main objective analyses the problems in the higher education and to find the corresponding solution to improve the utilization efficiency of education funding.It continuously improves the level of development of higher education in Guangdong Province.This article analyzes the existing situation and performance evaluation of Guangdong province higher education expenditure in the problem.It constructs the corresponding evaluation index system by using the theories and methods of economics.On the basis of the fiscal expenditure performance empirical analysis,it finally draws the conclusion and puts forward relevant policy suggestions.This article is composed of six chapters.The first chapter expounds the related research background and research situation,and explains the research ideas,research methods,contributions and shortcomings of this paper.The second chapter is related theories and concepts.After the related concepts are expounded,the main theoretical basis of this article is summarized,including the theory of public goods and the principle of "3E".The third chapter is about the status quo and analysis of the problem.The current state of Guangdong province and the problems existing in the evaluation of financial performance are mainly studied.The fourth chapter is based on the specific situation of Guangdong province and the principle of evaluation index system,constructed the index system of higher education expenditure performance evaluation in Guangdong province.The fifth chapter is empirical research.The main part of the non-random method selected 22 universities of Guangdong Province.Using the method of DEA analysis of the input and output,It is proposed to improve the efficiency of the index,and their value ranking.The sixth chapter is based on all the previous analysis,draw the main conclusions and put forward countermeasures.The contribution of this article is: First,It is the research perspective,the non-randomly selected 22 universities and colleges in Guangdong Province.This article selected five input indicators and analyzed three output indicators,which reflected the current situation of Guangdong province higher education financial expenditure performance evaluation and problems.Then put forward the policy suggestion;Followed by the research methods,this article uses data envelopment analysis(DEA)method,carries out an empirical study on Guangdong province higher education expenditure performance.The use of institutions of higher learning in the method of CCR model and CCGSS model of Guangdong province 22 random the comprehensive efficiency and scale benefits,it combined with super efficiency model analysis the efficiency of the 22 ranking universities.Finally in the research of data,this article selects the implementation from 2010 to 2015 the national education statistics of students.All the public budget,education fees,the average public budget and public funds in universities of Guangdong province education expenditure list data,it explained the situation of higher education funds income in Guangdong Province.
