Study On Performance Evaluation Of Higher Education Expenditure In Hebei

Today’s competition is the competition of comprehensive strength, and the talents as the leading social wealth of high-end human resources, it is the key factor to determine the size of the competition ability. Hebei province is a big province in population and economic, but the economy and human resources is not strong. One important reason is that the Hebei province’s higher education investment is still in a relatively backward state compared with the surrounding provinces and cities. Not only the total investment is low, and the limited investment failed to produce the desired effect. The result is the higher education resources in Hebei is very short, it affect the ability of personnel training in universities, and a number of universities’ researches are not ideal. We evaluate the performance of higher education expenditure, then we can find problems in higher education’s expenditure, and improve the efficiency of educational expenditure, to ensure the level of higher education has been increasing in Hebei Province. This paper is based on the theory of public goods, principal-agent theory and 3E theory, with the actual investigation of the financial sector, we obtain the necessary of first-hand information. We construct the evaluation index of higher education expenditure, and use the principal component analysis method, We evaluate the performance of expenditure of higher education in Hebei Province.Based on expounding the topic background and significance and summary the domestic and foreign research status, we first define the financial expenditure of education, educational performance, and the evaluation of educational expenditure’ s performance, point out that the theory of public goods, principal-agent theory, the new public management theory, 3E theory’s Guiding significance for my paper. We draw lessons from the related research results, combined with the practical problems of Higher Education in Hebei Province, we analyze the financial expenditure of higher educational index system, and elaborated the principle of the index system, and the Reasons for the choice of index and evaluation standard. This analysis frame is the premise, the paper combine with the actual data of higher education expenditure in Hebei province, we use the method of principal component analysis to evaluate higher education expenditure performance of Hebei province. According to the results of evaluation, we should increase the investment scale in higher education, improve the system of performance evaluation and improve the efficiency in the use of educational expenditure, clear the position of the school and out stand the characteristic of talent training, strengthen the quality of teachers’ team and improve teachers’ ability, reinforce the bases of school and promote the education resource sharing and so on.
