Performance Evaluation Of Higher Education Expenditure In Jiangsu Province

The shortage of higher education funding and the inefficiency of education appropriation become a major issue of higher education progress in China,which seriously restricts the development of colleges and universities in China.To improve the efficiency of higher education expenditure and optimize the allocation of resources,the establishment of higher education performance evaluation system has become a more popular research topic in present circumstances."Public product theory","principal-agent theory" and "new public management theory" provide main theoretical support for the research of this paper.After defining related concepts and reviewing related theories of performance evaluation for higher education expenditure;according to the basis and the principle of index establishment for performance evaluation,with the basic functions of higher education,this paper constructs a performance evaluation system for higher education expenditure in Jiangsu Province;and then makes an empirical analysis based on this system.In accordance with the characteristics of performance evaluation of higher education expenditure,the empirical analysis is applied from both macro and micro aspects.The VAR model is applied to study the macroscopic performance of financial expenditure of higher education in Jiangsu Province.The results show that:1.There is a long-term stable and balanced relationship between higher education expenditure and economic growth in Jiangsu Province;the growth of higher education expenditure has a positive effect on the macro performance of economy,2.The human capital potential generated by higher education expenditure in Jiangsu Province needs a certain period of time to be clearly reflected,that is,there is a time delay problem between expenditure and economic growth.Using the Analytic Hierarchy Process to study the microeconomic performance of fiscal expenditure on education in provincial colleges and universities in Jiangsu Province:the following conclusions can be drawn:1.The difference of performance between provincial key universities and the others is significant;2.The comprehensive performance of universities is better than that of colleges;3.The key construction universities in Jiangsu Province have relatively better performance;4.Universities have better performance in southern Jiangsu than in northern Jiangsu.Finally,in response to the above issues,corresponding suggestions and solutions are proposed.
