Since the reform and opening up,our country adheres to the development strategy of education priority,which has greatly promoted the development of education,especially higher education.In the Nineteenth National Congress of the Communist Party of China put forward new requirements for accelerating the development of first-class universities and first-rate disciplines and realizing the connotative development of higher education.However,the current division of responsibilities between China's government higher education financial expenditures is irrational.The central government's average financial expenditure per student is more than twice that of the local colleges and universities,and the central higher education institutions are widely distributed among the provinces.The provinces that have concentrated central universities and colleges have obtained more central government expenditures.Some provinces that don't have central universities and colleges need to rely on local fiscal expenditure.This results insufficient supply of higher education,unbalanced development of higher education areas,and financial expenditure on higher education..Comparing with the requirements that put forward in the report of the Nineteenth Congress,the development of higher education has to go through a long road.This article focuses on the impact of the efficiency of our country's current higher education financial expenditure and the division of government expenditure responsibilities on the efficiency of higher education financial expenditure.It is hoped that through the study of this article,we can provide ideas for more rational division of the responsibilities of the government's higher education financial expenditures and improving the efficiency of higher education in running schools.Based on the above background,this article draws lessons from the theory of public goods and new public management theories,and analyzes the reasons why the government intervenes in higher education,the division of responsibility of intergovernmental fiscal expenditure and the division of responsibility of intergovernmental expenditure on the efficiency of higher education expenditure.Theanalysis shows that higher education products are competitive,exclusive and extrinsic.Therefore,the responsibility for higher education expenditure should be borne jointly by the central and local governments,and the central and local governments have their own advantages in assuming the responsibility for higher education expenditure.Define responsibility for fiscal expenditure on higher education of central and local governments.In order to find out the current situation of higher education in our country and analyze the status quo of the financial expenditure of higher education in our country,we find that the scale and structure of the expenditure of higher education nowadays are quite different among provinces and regions.The financial expenditure of higher education of central and local governments is higher in all provinces And the region is also different.In order to further confirm the impact of the division of responsibility between governments on the efficiency of higher education expenditure,in the empirical part,this paper uses the data of 31 provinces,autonomous regions and municipalities across the country from 2008 to 2015 in higher education,using DEA-Malmquist index analysis,Calculate the 2009-2015 provincial higher education expenditure efficiency.Then,a fixed effect model is established to study the impact of the division of responsibility of government expenditure on the efficiency of higher education expenditure.The result shows that at present the coefficient of influence of government responsibility division on the efficiency of higher education expenditure is significantly negative,that is,the higher the provincial government's responsibility in the higher education expenditure,the lower the efficiency of higher education expenditure.And the effect of the division of government expenditure responsibility on the efficiency of higher education expenditure is different in different regions,and the impact on the eastern region is lower than that in the central and western regions.In view of the problems existing in the efficiency of higher education financial expenditure and the impact of the division of government expenditure responsibilities on the efficiency of higher education financial expenditure,this paper proposes policy recommendations to improve the division of government expenditure responsibilities and improve the efficiency of higher education financial expenditure and other relatedissues.supporting measures.
