Research On Performance Evaluation Of Inner Mongolia Higher Education Fiscal Expenditure

Higher Education undertakes the historical responsibility of training high-tech talents.The cultivation of talents is directly related to the social stability and the long-term development of the country,and the improvement of the efficiency of the financial expenditure of higher education is directly related to the quality of teaching service and the quality of personnel training.In recent years,the financial input of higher education in Inner Mongolia has increased steadily,but the use and output of funds have always been insufficient,resulting in the waste of financial allocation funds.Based on the actual data of the financial expenditure of higher education in Inner Mongolia,this paper carries out the performance evaluation,aiming at finding out the crux of the scale,structure and output of the current financial expenditure,improving the efficiency of the use of financial funds in higher education.The research on the performance evaluation of the financial expenditure of higher education in Inner Mongolia will help to improve the management and service level of universities in the autonomous region,and help to accelerate the formation of a more scientific financial allocation system.The performance-oriented financial funds allocation system is a scientific optimization of educational funds,which will bring about a significant improvement in the teaching service level of universities and help the Inner Mongolia to implement the strategy of rejuvenating the country through science and education and the strategy of strengthening the country through human resources.This study refers to a large number of literature at home and abroad,actively draw on the theoretical research results of many experts at home and abroad,combined with the real data of higher education financial expenditure in Inner Mongolia,to build a characteristic performance evaluation index for Inner Mongolia.Using the method of comparative analysis,this paper compares the data of financial expenditure scale,expenditure structure and output of higher education in Inner Mongolia with the national average level,it is helpful to find out the deficiency of the Inner Mongolia in the financial expenditure of higher education,and use the analytic hierarchy process to evaluate the performance of the financial expenditure of higher education in Inner Mongolia,it is found that the absolute amount of expenditure is insufficient,the structure of expenditure is unbalanced and the level of output is low,which leads to the waste of education funds.On this basis,It puts forward some concrete suggestions to optimize the expenditure efficiency.Previous studies have mainly focused on the national scope or the more developed areas,There is little research on the underdeveloped areas.And the underdeveloped regions such as Inner Mongolia have their particularity in the total financial expenditure of higher education,the budgetary expenditure of higher education and the budgetary expenditure of education per student.In view of the Inner Mongolia,the establishment of a targeted performance evaluation index system,and the whole process of multi-dimensional evaluation,can strengthen the performance evaluation of the Inner Mongolia's financial expenditure Operability,it can also be used for reference by other underdeveloped areas in the country.
