Research On Evaluation System Of Higher Education Financial Expenditure Performance In Hebei Province

Since entering the popular stage, the Chinese higher education is faced with the prominent contradiction between supply and demand of the university funding. To solve this problem, the relevant government departments continue increasing the education investment, and finally achieved the goal which is realized in2012that the national financial education expenditure to GDP ratio raised up to4%. Achieving this goal, to some extent, eased the tension education funding, but brought new problems, the scale and growth oriented funding mechanism of higher education often leads to the ignorance of education funds efficiency and effectiveness, even causing a more serious waste of resources. Therefore, the financial expenditure performance evaluation of higher education is urgently needed in order to achieve optimal financial resource allocation and improve the efficiency of it.Since the new century, the absolute scale of university fiscal funding in Hebei Province continues rising, the higher education funding owned by each student has increased every year, but there is also a gap between the average scale of the country’s higher education funding and Hebei Province, and it’s common to see the weak sense of financial expenditure performance evaluation and the imperfect financial resources of higher education management in Hebei Province. In recent years, the Hebei provincial government pays more attention on higher education expenditure efficiency. But now, the higher education expenditure performance evaluation in Hebei Province is still in the theory exploratory stage, they don’t have a perfect evaluation system to measure the efficiency of education funding and also lack of appropriate supporting facilities. Therefore, this article is intended to summarize the existing theory and advanced experience at home and abroad, trying to build expenditure performance evaluation system of higher education in Hebei Province, hoping to provide a reference for the development of performance evaluation.This article takes ten provincial colleges and universities among Hebei Province as research samples, combined with the features of higher expenditure performance evaluation and taking the data availability into account, the author ultimately selected three categories, a total of16relevant indicators, and then selected Principal Component Analysis to reduce dimensionality on various indicators. Then compute the input-output efficiency by using the Data Envelopment Analysis (DEA method). Through the empirical study, it’s easy to find that higher input don’t necessarily have better capital efficiency, the reason may lie in the lack of funds supervisory mechanism, resulting in inefficient use of financial resources. Based on these, rationalization proposals and improvement measures are necessary which can not only provide relevant government departments policy recommendations, but also can help universities to use educational resources reasonably and enhance their operating efficiency.
