Dezhou City Food And Drug Administration Issues Research

In recent years,the Chinese government has stressed the importance of the food and drug safety several times,improve the food and drug supervision and management system is more perfect,in order to ensure the food and drug supervision and administration department have sufficient strength and resources to cope with onerous regulatory tasks after system reform,effectively perform their duties,the government inclined to the food and drug regulator strongly on the personnel,financial support and policy aspects.But at present,Chinas food and drug safety incidents occurred frequently,the food and drug safety still faces many problems,reality is a cause for concern.We focus on Dezhou City in this paper,from the personnel configuration,institution-building,the citys food and drug industry basic situation and level of social governance to analyze the problems and difficult after 13 years reform.Get the targeted solution to improve the food and drug supervision of Dezhou city by draw lessons from the management experience of developed countries such as the United States,Singapore,and combine the theory of market failure,government regulation theory and new public management theory.The background of this paper is after the 18th National Congress of the Communist Party of China,a new round of reform has been pushed on food and drug regulatory system.This reform has integrated the functions that dispersed in the food and drug administration,bureau of quality supervision as well as industry and commerce bureau and established the new food and drug administration.The new supervision system adopts centralized supervision instead of the original multi-sector oversight within the old model.The new Dezhou citys Food and Drug Administration established formally in March 2014,fully take up the Dezhou citys food and drug supervision work.As the policy of streamline administration and delegate power to the lower levels promoted,the newly established Dezhou Food and Drug Administration,especially the grassroots sector,is undertaking the overall work from food to pharmaceuticals,from production to distribution,from approval to regulatory,facing mounting pressure.Therefore facing the heavy regulatory mandates,how to improve regulatory efficiency to get the purpose of this reform is a major challenge that we are facing currently.In this paper adopts the literature research,survey research and comparative research methods.First by reading a large number of relevant literature,summed up the research status about food and drug regulatory issues at home and abroad,clarified concepts in the field of food and drug supervision,and described the market failure theory,government regulation theory and the theory of new public management in detail to make a preparation for the study of food and drug regulatory issues.Based on understanding of the issues that learned from the literature on food and drug regulatory,the author start with the various reforms on food and drug regulatory authorities since 2003,summarizes the Dezhou food and drug administration organization structure,personnel distribution and the supervision target,summed up the problems and the causes in the regulatory system,the industry itself and social governance that the current Dezhou food and drug safety supervision work facing.Western developed countries such as USA representing the advanced level in terms of food and drug safety management.To learn from the management experience of developed countries,the regulatory experience and the way of the United States and Singapore have been introduced,the United States adopt the multilayer regulation,mutual restraint model and Singapore adopt focus on regulatory supervision,four-pronged model.Combining with related theories in the second part and the experiences and practices of the United States and Singapore in the fourth part,proposals and solutions for Dezhou have been put out from two angles,optimization to improve food and drug regulatory system and build a trinity of social governance pattern.
