Research On The Remodeling Of Food Safety Society Governance Mechanism

At present,China's food security situation is very grim,major food safety accidents occur from time to time,which have a serious impact on public health,social stability and economic development.Based on the analysis of the current situation,problems and causes of the social governance mechanism of food safety in China,this paper draws on Tangshan's advanced experience of social governance of food safety,and puts forward some corresponding suggestions for remolding the social governance mechanism of food safety in China.The first part “Conceptual definition and theoretical basis” defines the basic concept of food safety,the food safety social governance and social governance mechanism of food safety,and briefly introduces the theoretical basis of this paper.The second part “the historical evolution,current situation and questionnaire survey of the social governance mechanism of food safety” makes a brief analysis of the history and current situation of the social governance mechanism of China's food safety,and summarizes the questionnaire survey and interviews.The third part “The analysis of the problems and causes of the social governance mechanism of food safety” briefly analyzed the problems of decentralized authority,unclear authority,insufficient supervision,local protectionism,insufficient implementation of food safety risk assessment,imperfect food safety standard system and insufficient food recall system in China's food safety administrative supervision mechanism;The self-discipline mechanism of food safety industry has some problems,such as the failure to fulfill the duty of honesty and morality management in food industry,the lack of information communication mechanism in food industry,the lack of standards in food safety industry,etc.Food enterprises still have some problems,such as weak sense of honesty and responsibility,formality of self-regulation,low cost of illegal activities,and consumers' weal awareness of safeguarding their rights in social supervision of food safety.The supervision by public opinion has little effect,etc.The fourth part introduces the successful experience and innovation of social governance of food safety in Tangshan.It provides reference for social governance of food safety in China from three aspects: clarifying power and responsibility,unified management,improving food recall and recall system,and improving the establishment of food safety information disclosure mechanism.The fifth part puts forward relevant countermeasures and suggestions for remolding the social governance mechanism of food safety in China.As far as China's food safety administrative supervision mechanism is concerned,at this stage,according to the global trend of functional integration,we should establish a “large Department system” of food safety administrative supervision system.We should further accelerate the process of standardization of food safety standards,further improve the food recall system,and increase the punishment of offenders,so as to ensure the realization of the goal of food safety administrative supervision.China should vigorously promote the construction of honesty,self-discipline and credit mechanism in the food industry,encourage and support enterprises to adopt advanced self-regulatory tools,increase the punishment of illegal acts of food enterprises,and promote the development of self-discipline mechanism in the food industry.Through guiding and promoting the improvement of consumers' awareness and level of safeguarding their rights,the media should play a roll of propaganda,education and supervision by public opinion,so as to build a good situation of social Co-governance of food safety.
