Research On Primary Law Enforcement Dilemma And Solution Mechanism Of Food And Drug Supervision System In Shandong Province

The people take food as their heaven and food as their first priority.Food and drug safety is not only directly related to the safety of people's lives and property and vital interests,but also to the effective economic development and social harmony and stability.It is a major basic livelihood and social problem.Food and drug safety supervision institutes at the grass-roots level are at the forefront of food and drug safety supervision.Their main responsibilities are food and drug,medical equipment,cosmetics and health products markets within their jurisdiction.Daily inspection,supervision and management,fulfilling the responsibility of food and drug safety supervision,publicizing the knowledge of food and drug laws and regulations are the most important guarantee institutions for the grassroots people's tongue safety and medication reassurance,and they play a very critical role in the overall work of food and drug supervision.However,under the current regulatory system,grass-roots regulatory agencies are facing a series of difficulties,such as staffing,team structure,financial support,relationship coordination,and so on.It has become a weak link in the regulatory chain.How to solve the law enforcement dilemma faced by grass-roots supervision has become the key to building an efficient and standardized food and drug regulatory system.In China's food and drug regulatory system,the grass-roots level is not only the focus,but also the difficulty.Strengthening the construction of grass-roots supervision institutions can not only give full play to the regulatory functions,ensure the safety of the people's tongue,but also closely link the party and the masses,enhance the image of the party and the government,and enhance the satisfaction of the people.By using the methods of literature research,investigation research,theory and case analysis,this paper analyses the difficulties faced by the grass-roots in the daily supervision and enforcement of law,summarizes the reasons for these difficulties,and then proposes to continue to deepen the reform of administrative system,strengthen the normative construction of grass-roots institutions,optimize the law enforcement team,and promote the construction of food and drug safety credit system.It is hoped that an efficient and scientific food and drug supervision system will be formed as soon as possible and the level of food and drug safety will be improved.
