Study On Food Safety Supervision System Of China

During a human life,food is a basic material which must be intake every day.In China,food safety problem has moved from administrative problem,upgrade to social problem and political problem.Once the food safety have problems,will be the whole nation attention.The food safety situation is directly related to the health and safety of the masses,is directly related to healthy and sustainable development of the food industry,is directly related to the image and reputation of Chinese food products in the global market.The basis for the government to protect food safety is to build a food safety supervision system.In recent years,food safety supervision system of China went through several reforms,there have many new situations and problems.It is necessary to study on the food safety supervision system of China.Foreign study on the food safety supervision is primarily in the framework of government regulation theory,from the theory of economics and law.Domestic study mainly focus on the system construction,the organization structure of supervision,functional division,and study on the domestic and foreign regulatory system comparison.In this thesis,using the method of literature research,logical demonstration,comparative analysis and combining theory and practice,combined with the theory of government regulation,government responsibility,tools of government,bureaucracy,analyze food safety supervision system historical evolution and current situation in China.This thesis considers that food safety supervision system of China has the following problems: first,the effect of CFDA consolidated supervision mode remains to be tested;second,local food safety regulators atrophy,lack of power,big responsibility;third,the primary food safety regulators lack of professionalism;fourth,the system design is still defective;fifth,food safety supervision social co-governance has flaws.Through the comparison of foreign and surrounding areas' food safety supervision system,this thesis put forward following suggestions on food safety supervision system of China: first,establish a unified and efficient regulatory agencies;second,build specialized food safety supervision teams;third,improve the system construction and the food safety regulatory responsibility system;fourth,strengthen social co-governance,make up the regulatory gap."Governing a large country is like cooking a small fresh",reform can neither be accomplished overnight,nor be arbitrarily changed.This thesis attempts to make rational and actionable suggestions to improve and perfect the China's food safety supervision system,which based on the current food safety supervision system.Limited to the ability,research of case and quantitative research is still inadequate.These suggestions are feasible,effective or not,still need to wait for practice to test.
