Food is the paramount necessity of the people, and the safety is the primary necessity of thefood. Food safety not only impacts people’s healthy, economic development as well as the harmonyand stability of society, but also affects the good image of government and country. Food safety hasbeen the social problem that people pay attention to. Therefore, it is very important to supervise thefood safety scientifically and reasonably. However, the former research on food safety supervisionmainly focuses on discussing from the perspective of government and legislation, there are fewliteratures studying the social supervision from multiple subject cooperation.This paper applies the public governance theory, polycentric governance theory and the thirddepartment theory. First of all, the current state of China’s social supervision of food safety isanalyzed from the perspectives of laws, system and subjects. From the state analysis someproblems and shortcomings are discovered in the social supervision of China’s food safety, and thefurther analysis is performed in terms of the reasons of existing problems. Furthermore, taking theincident of Sanlu milk powder for an example, the successful experience of food safety supervisionin the developed countries such as the United States, the United Kingdom and Japan is analyzed,which can be used for reference with respect to the supervision of China’s food safety. Thereafter,from the perspective of public governance this paper studies the specific role definition ofgovernment, the third party and food production companies on the aspect of social supervision offood safety. Finally, from the perspective of public governance the social supervision system offood safety is designed from two aspects of carrying out the operation system of social supervisionof food safety and constructing the supervision restriction system of social supervision of foodsafety.Through research the conclusions are obtained as follows:(1)The supervision of China’s foodsafety exists inadequate laws, poor public supervision, supervision malfunction of social mediumorganization and poor supervision of food safety by public opinions.(2) Under the perspective ofpublic governance, the role definition of central government and local government is reasonablyused to configure the right of supervision for local government and central government, guaranteethe integration of power and responsibility for each local government, and break the regionalprotectionism. The third party power should enforce the circulation and release of the informationof food safety, push the food companies to perform self-supervision and restraint, organize the research of food safety, broadcast the culture of food safety, and establish the problem and prizesolving mechanism. However, food production companies should restrict and supervise themselves.(3)Under the perspective of public governance the social supervision system of food safety shouldcontain introducing the operation system of social supervision of food safety and constructing thesupervision restriction system of social supervision of food safety.
