Taizhou Broadcasting And Television Construction's Project Quality Management In The Three-level Broadcasting Control Platform

With the social progress,especially the rapid development of multimedia transmission technology,traditional industries and traditional thinking have faced an unprecedented challenge and impact.Triple-play has entered a substantive stage of development.Broadband China strategy goes into effect,and the new generation of information technology,such as cloud computing and big data,is developing rapidly and widely used.The progress of video transmission technology and the change of mass viewing habits have brought huge impact to traditional media.With the gradually upgrade of market demand for communication service,the telecommunication industry has sprung up everywhere and achieved an unprecedented prosperity of data service.Technology is constantly updated to promote marketization and at the same time,the market spreads technology.In this mode,the major communication operators actively establish and update the basic communication network of their own.Jiangsu Radio and Television Information Network Co.Ltd.as the first provincial-level urban radio and television group approved by the State Administration of Radio,Film and Television,always takes radio and television broadcasting security as its political responsibility and lifeline.In 2015,in order to make the province's radio and television business broadcast foolproof,the company accelerated the construction of Jiangsu cable full-service broadcast control platform to further enhance the backup capacity of Taizhou backup center.The company has also built a general safe operation and management platform which can be perceived in advance,be blocked in hand and be traced back afterwards.Moreover,it gradually established a company information security management system to integrated information security into the comprehensive safety broadcast management.Therefore,the three-level broadcast control project is imperative.This research is an application of project management in engineering practice.It aims at optimizing the project management scheme,reducing the project operation cost and improving the project effectiveness.Therefore,this paper focuses on the analysis of Taizhou Radio and TV three-level broadcast control construction project,and gives the construction plan of three-level broadcast control.On the basis of this,firstly,the definition of project quality plan is introduced briefly.According to the system frame of PMBOK,the plan flow chart and the project quality planning baseline are drawn up,which is the cornerstone of Taizhou Radio and TV broadcasting project quality evaluation.Then the quality assurance of the project is studied.The organization of the project and its role in the quality management are analyzed.The quality system of the project is introduced.The organizational,institutional and technical guarantee measures are put forward.Then the quality control of the project is studied,the objectives and methods of quality control are analyzed,and the quality objectives are decomposed and refined.At the same time,the key points and control measures of project quality control are also studied.At last,the effect of project quality management is analyzed and improved.In the evaluation process,ABC method,expert scoring method and fuzzy comprehensive evaluation method are used.The results show that there are still some problems in these three aspects,such as the development of project quality index is too low,the guarantee management is not in place and organization measures are not comprehensive.On the basis of the evaluation results,this paper puts forward the improved methods and point out future research directions.
