During the State's 12 th Five-year Plan,�Business tax to value-added tax�is an important content of tax system reform in our country.The �to replace business tax with value-added tax� aims at expanding the scope of tax,eliminating the problem of double taxation,improving the VAT deduction chain,reducing the tax burden of enterprises,promoting the industry development and accelerating the economic structure's adjustment.In 2012,choosing Shanghai as the first experimental unit,our country replace business tax with value-added tax on the transportation industry and part of modern service industry.Advertising service is included in the scope of the pilot �to replace business tax with value-added� industry and in August 2013,the changing tax system covered all of china.The newspaper groups in China have a phenomenon of industry,which is a down VAT tax and a heavy business tax.There is a direct impact on enterprise tax burden with the implementation of the �to replace business tax with value-added tax� policy.At the same time it would affect the enterprise's income and expenses,while corporate profits and cash flow will change.This paper analyses the financial influence with the A newspaper group's real financial data and the theory of �to replace business tax with value-added tax'.The financial influences include the tax burden change,profits and cash flow.The research result is that the implementation of the �to replace business tax with value-added tax� can reduce the corporate tax burden,increase enterprises profit and cash flow.However,at the beginning,the impact is significant and nearly it is weakened.Based on the above analysis,according to the enterprise's financial data,we will analysis the limitations with the implementation of the �to replace business tax with value-added tax� and put forward some suggestions and measures.We hope the newspaper can make full use of the policy to reduce the corporate tax burden and improve the level of enterprise financial management according to the measures and suggestions.
