Research On The Graduate Award System In The Context Of Comprehensive Fees

Recently, with the escalating scale of postgraduate education and deeper reform of postgraduate cultivation mechanism, the cost sharing system has been introduced and implemented gradually. Since 2014, the fee charging system has been cancelled, then, the tuition-charging system for postgraduate education was comprehensively implemented instead. How to construct and improve a diversified scholarship and bursary system that matched with the tuition-charging system, improve the investment guarantee mechanism of postgraduate education and push the comprehensive reform of postgraduate education has been an important issue for our county and universities. Combined with the background of “Three Height”(high fees, high finance, and high quality) of postgraduate education, this dissertation organizes and reviews current researches on postgraduate scholarship and bursary system at home and abroad, discusses the shortcomings of previous researches, and based on the investigation and research on financial aid status of a certain university, this dissertation discusses and analyzes the existing problems of current scholarship and bursary system for postgraduate, and puts forward countermeasures and suggestions against those problems. This dissertation is divided into four parts:The first part narrates the theories of scholarship and bursary system for postgraduate under the background of tuition charging, which includes the development history and theoretical basis of scholarship and bursary system, and then has an interpretation of the main contents of the current scholarship and bursary system.The second part takes a certain university as an example, and takes the related texts which have been promulgated and the full-time postgraduates of this university as research subjects, uses the methods of text analysis and questionnaire, researches the implementation situation of scholarship and bursary system in this university, then grasps the status of scholarship and bursary system for postgraduate under the background of overall tuition charging.The third part analyzes problems. Based on the texts analysis and practice investigation, it deeply analyzes the main existing problems of current scholarship and bursary system for postgraduate from the following aspects: the policy environment, financial aid idea, sources for funding, incentive mechanism, evaluation system, and management system.The fourth part puts forward countermeasures. Combined with the theoretical research and problems analysis, this research provides some basic countermeasures, such as strengthening policy research, improving relevant policies and regulations, clearing the financial aid idea, increasing the outlay investment, and perfecting competition and motivation mechanism etc.In the end of the dissertation, it briefly statements the effects that the reform of scholarship and bursary system have achieved, but also points out the system needs to be improved. Then it represents the writing process and shortcomings of the research, and expresses the expectation for deep thinking and exploring in the future.
