In the past decade years, as the development of the graduate student Education, the number of graduate student has been increasing every year, and the status and effect of the graduate student Education in innovation has been more and more important. Most important scientific research in our country, especially basic research items, is taken on by universities and scientific research units who take the responsibility of educate graduate students at the same time. Graduate student, as a number of scientific research group, is always take on a great research task. However, the charge to graduate student education infect the devotion of graduate student to scientific research evidently. So, merit and bursary system for graduate student is essential. Whereas, the system in very distempered now in our country. There is evident gap between our country and developed country in scientific research, teaching and living. What's more, our active merit and bursary system result in material gain tendency in scientific research of graduate students, that is a disadvantage to foster innovative person with ability. So, the research to the system is necessary. By reason of E-university is a all-round and researching university, and whom is chosen as one of the first experimental unit to carry out the merit and bursary system for graduate student reformation, I choose the case in E-university.
