The scholarship and subsidy system is a kind of educational funding system,which protects the basic living standard of postgraduate students and further enhance the postgraduate's motivation of study.It is related to the quality of postgraduate education in our country,it's also related to the cultivation of innovative talents in our country."National long-term education reform and development program(2010-2020)" clearly stated that it is important to establish a sound incentive policy system after the implementation of postgraduate tuition policy.Most schools have established a relatively standardized scholarship and subsidy system under the guidance of the Ministry of Education,they have formed their own systems and characteristics since the reform of the postgraduate training mechanism from 2006 to2014.However,through the study,we found that the existing system is at the beginning of the reform and the implementation of the system is still in the exploratory stage,especially in the situation of high tuition fees.We know that the postgraduate tuition policy and the grant system are mutual cooperation,then can complement each other,only when the two policies play an active role can we have the access to the motivation,However,many scholars are concerned only about the incentive system of incentives for postgraduate students,ignoring the fact that the charging policy is also a method of motivating postgraduate students,the difference is that incentive system aims at encouraging postgraduate students to spent more in learning and researching,while,charge policy aims at encouraging postgraduate students to have a rational thinking of the motivation of study.Therefore,on the basis of the implementation of the scholarship and subsidy system,our study aims to investigate the rationality of the pricing policy further,while,we found that the unreasonable policy will also implicitly affect the scholarship and subsidy system's whole motivation,For example,the interview data indicates that liberal students are easy to think that the charges are unreasonable,because the humanities and social sciences students have less chances to get the scientific research project,so they have less project funding than the science and engineering students,they also are inferior in the variety of scholarships and the process of applying for the “three-assistance”.So the humanities and social sciences students will have more pressure,and the competition for scholarships among them become more intense,which may lead to a series of negative effects,This trend will weaken the whole effect of the scholarship and subsidy system,so a charging policy which is scientific and having rational differences in the characteristics also be gradually set up.In addition,in the analysis of the implementation of the system,the local economic,policy,social and other factors will also affect the implementation of the system,what's more,the way of the central and local schools to have educational funds is completely different,Central schools can also get both the support of central government and local fiscal policy.At the same time,due to the profitability of funds,Central schools have more chances to get funding support from the social.All the above reasons have led to the local institutions have a disadvantage in the funding support.Therefore,it is necessary to carry out an in-depth study on the scholarship and subsidy system of local colleges.Based on the above considerations,this study use the theory of education cost sharing,the theory of incentive and interviews and questionnaire survey to analyze the implementation effect of the scholarship and subsidy system,in the five universities of Henan Province,and finally dig up the deeper factors affecting the grant system.According to the specific situation of the colleges the author puts forward some suggestions to perfect the implementation of the scholarship and subsidy system,aiming to achieve both the positive effect of the charging policy and the grant system,then we can enhance the encouragement of the postgraduate students and promote the comprehensive development of the postgraduate students.The article is divided into six parts,the first part is the introduction,describing the background of the implementation of the scholarship and subsidy system,and the basic research situation at home and abroad.The second part is the historical process of the scholarship and subsidy system,it introduces the evolution of postgraduate tuition policy and grant system from 1978 to now.The third part introduces the elements of the scholarship and subsidy system.The fourth part and the fifth part is the main part of the article,it analysis the achievements and problems in the implement of the scholarship and subsidy system in Henan province through the questionnaire and interviews,exploring the reasons behind the problem.The sixth part puts forward some corresponding countermeasures on the basis of the existing problems.
