The Design Of The Graduate Scholarship Evaluation System In The Context Of Comprehensive Fees

With the reform of the higher education investment in China,the graduate education has entered the stage of overall tuition charge in 2014,and all subsequent studies were included in the national graduate enrollment plan and students need to pay tuition.At the same time,the state also improve the postgraduate scholarships and grants system,especially the arrangement of postgraduate scholarships.The ministry of education try to inspire students to study hard,do more research,keep innovation and be enterprised.In the context of a comprehensive fee,academic scholarship has large coverage,high amount of features,so both the nature and character of compensation incentive,are by the majority of graduate academic scholarship policy attention.Since the announcement has been implemented for three years,perfecting the evaluation system is still in the exploration stage.Previous research results mainly focus on policymaking,and more researchers ignore empirical research on the evaluation system in the implementation of the policy.The local D college takes care of study object,through interviews and data collection methods understand the school.More colleges implement specific circumstances graduate study scholarship evaluation work,summed up the current graduate studies scholarship assessment in the specific implementation process.There is not perfect evaluation regulations,evaluation index system and lack of procedural justice.The results did not play a positive value in orientation and other issues.In order to further improve the construction of academic scholarship evaluation system of graduate students,this paper tries to put forward suggestions and examples from the two aspects of the index system and supporting system.Common construction research has guiding significance to the operation evaluation system of academic scholarship.Should be guided by education,diversification,operational principle of evaluation index system,the weight suggestions and index assignment.Putting forward the assessment procedures and the establishment of information disclosure system,improve procedures and supervision,establish correction and punishment system and play the guiding role of Education Scholarship advice.Establish the index and supporting system for example and the actual work are in reference to reference.
