An Analysis Of The Prospects For The Implementation Of The Comprehensive Charging System For Postgraduate Education

Since the founding of New China, China’s charging issues of postgraduate education have mainly experienced two stages:a whole free phase and a fee double-track stage. On February62013, the State Council Premier Wen Jiabao chaired a state council executive meeting, inputs the deployment and perfects the mechanism of postgraduate education. And to formulate the policy is opening the third stage of fee system of postgraduate education, is full charge phase.This paper studies the core problem is from the national level, the postgraduate student education comprehensive policies comes out in what a background and as the society, colleges and universities, teachers and students such as the main body should be how to accept the challenge and how to do it. On this basis, the author through literature research, comparison and questionnaire survey on the research content and aimed at the fee system of postgraduate in China. The main content including in this paper is the following five aspects:Firstly, analyze the background of the country to develop fully charge policy of postgraduate education. This part includes two parts:the background of put forward the policy and the theory basis of this paper, then expounds the theoretical background.Secondly, review the history of the development of the postgraduate education fee system in China. This part mainly reviews and analyzes two stages:From1950to1985, as a whole free phase of postgraduate student education; from1985to2014, as a fee double-track stage of postgraduate student education.Thirdly, make a related survey about comprehensive fees issue of graduate education. This part bases on the questionnaire, analyzes the advantages and disadvantages of the full charge fee system of postgraduate education, and then carry on the summary.Fourthly, overview the fee system of graduate education in American and learn its enlightenment. Through the status quo of American graduate education fee system and analyze the characteristics of the charging system, draw lessons from the experience, find out the related policies under the national conditions of China will be applied to.Finally, study the countermeasure research and pay attention to the problem after postgraduate education full charge system has carried out. Based on the previous investigation and analysis, this part analyzes more specific the possible problems will appear after the policy implementation, and puts forward corresponding countermeasures.Through the related research, the author thinks there are a lot of measures to make sure the system carry out smoothly:establish a variety of charging standards; improving the financing and awards system; broaden channels (the diversification of education investment); strengthen the supervision of the tuition fees and so on. That can be make the policies carry out much better, more comprehensive and more thorough.
