This article analyzes and summarizes a series of problems in the performance management of public hospitals at this stage,and plans to formulate a performance management system that is consistent with the development of public hospitals in order to promote the healthy development of the performance management of public hospitals in China.This paper is based on the macro background of the new requirements of the new medical reform program for performance management of public hospitals,and guided by the theoretical research of performance management.Taking T Hospital as an example,the current status of performance management in T hospitals is introduced in detail,through interviews and questionnaires.The specific analysis of the existing problems in the existing performance management system of T Hospital,and analyze the causes of the problem.Through learning from the advanced practices and experiences of hospital performance management at home and abroad,combined with the hospital's actual situation and strategic development goals,the hospital's strategic goals are further decomposed and transformed by using technologies such as goal management,key performance indicators,and balanced scorecards.The three-tiered index system for hospitals,departments(offices),and posts(individuals)has achieved the strategy.In order to ensure the integrity of the performance management system,the PDCA principle was followed in the order of “performance plan-performance coaching-performance appraisal-performance feedback-performance re-planning”.In order to guarantee the smooth implementation of the new performance management system,it also gives suggestions on three levels of understanding,system,and technology.This article studies the performance management system of specific hospitals,which has a certain role in promoting the management level and the overall performance of the hospital.It also has certain reference value for the improvement of performance management of other public hospitals.
